Automatic testing stations for vehicle fitness in Prayagraj soon
Prayagraj: In a bid to minimize road accidents and make the process of declaring a vehicle fit to ply on road totally transparent, the state transport department has decided to install automated vehicle fitness testing station Automatic Testing Station (ATS) in each district.
One such automated station will soon be established in Prayagraj too. The station will verify road fitness of old vehicles before renewal of their registrations by RTO-Prayagraj. A request for proposal (RFP) has been floated by the state transport department in this regard inviting interested parties to establish and operate the testing station in Prayagraj.
The cost of establishment, automation, operation and maintenance will be borne by the owner/operator of the station selected through e-tendering process. The station will be valid for 10 years and its subsequent renewal will be valid for another 10 years.
Notably, the state government has decided to establish one such automated testing station in every district of Uttar Pradesh except Lucknow, Kanpur and Agra in the first phase to check road accidents.
The ATS will have a minimum of two lanes, one each for heavy and light vehicles. Keeping in view the requirement of parking of vehicles, a minimum of two acres of land will be required. Besides, there will be separate gates for the entry and exit of vehicles on the ATS premises.
No fitness test fees and certificate issuance fees will be payable to the successful bidder by the government vehicles.
The ATS will have all infrastructures, including parking, waiting room, visual and automatic testing location, toilet, drinking water facility, fire-fighting equipment etc. There will be live coverage through CCTVs, which will be arranged by the ATS operator and a recording of three months will be kept safe. A link will be made available to the concerned assistant regional transport office to see the process of checking vehicles at the ATS.
Along with regular fitness tests, the ATS will inspect additional vehicles as directed by any competent court of law or competent authority as and when required.
Moreover, the competent officer of the concerned RTO will evaluate the test results uploaded on VAHAN Portal and if the results comply with the requirements of the Motor Vehicle Act, 1988 and the rules made thereunder, the concerned officer will approve the test results accordingly.
“After approval of test results by the concerned RTO, the operator shall print the certificate of fitness in the prescribed form of CMVR 1989 as amended”, informed assistant RTO, Prayagraj, Rajeev Chaturvedi.
