New Rochelle building with 390 luxury apartments is rising toward completion

NEW ROCHELLE -- A new 28-story mixed-use building with 390 luxury apartments and retail space is projected to open this fall, part of this southern Westchester city's downtown development boom.
The building, Two Clinton Park, will have market-rate studios, one-, two- and three-bedroom units. The city of more than 81,000 residents has a Metro-North station, and more than a year ago city officials signed off on thousands more housing units.
At the 390 Two Clinton Park apartments, there will be open kitchens, floor-to-ceiling windows, walnut cabinetry with soft-close doors and drawers, and stainless steel appliances, according to developer RXR. The building will have:
∎ Co-working and dining spaces
∎ A fitness center, spa with infrared saunas and yoga studio
∎ A library, lounge, and children's playroom
∎ Onsite 24/7 valet parking for residents and guests
Outdoor amenities will include a dog run and multiple terraces with outdoor dining, grilling, seating and gaming.
The building is a sister tower to RXR’s One Clinton Park, which is across Clinton Place. One Clinton Park opened in June 2022 and is more than 60% leased, RXR said.
Two Clinton Park will include expansion of a publicly accessible plaza that is shared with One Clinton Park.
The plaza "will be a great opportunity for community engagement, public events, private events, and rally programming what has become home to so many people in New Rochelle," Joseph Graziose, RXR executive vice president of development services, said in an interview at Thursday's event marking the topping out of Two Clinton Park.
What the units will rent for is being worked on, Graziose said.
Mayor Noam Bramson, who was among those who gathered Thursday at the tower's Clinton Place address, called it a milestone that illustrates New Rochelle's progress. And he said that as the state faces a housing shortage and tries to figure our how to come up with the right approach to have communities provide more housing, New Rochelle well exceeds the state's downstate goals.
"And we welcome it, we embrace it, we are excited about the life and vitality that is coming into our urban core," Bramson said. "And we know that when we come out of this on the other side, we will be a stronger, healthier, more inclusive, more equitable, more dynamic place."
The site was previously an underutilized parking deck in disrepair, Graziose said. The redevelopment broke ground in November 2021.

Two Clinton Park and One Clinton Park will provide a combined 29,000 square feet of ground floor retail and amenities for the public, according to RXR.
RXR, the city's downtown master developer, is involved with several recent and forthcoming developments, with Two Clinton Park its third in New Rochelle. It also developed luxury apartment building 360 Huguenot.
As part of its master development agreement with the city, RXR is co-developing a 219-unit affordable housing building at 11 Garden St., Graziose said. Apartments will be limited to people whose incomes are at various percentages of Westchester's median.
