PATNA: The National Human Rights Commission (NHRC) has taken cognizance of the attack on a 70-year-old school teacher by two woman cops in Bihar’s Kaimur district.
The notice which was issued on Tuesday stated that the contents of the media report as well as a video of the incident appear to raise a serious issue of the right to life and dignity of the victim.
“The public servants purportedly exercised their power in excess and acted in a manner, which was reasonably not connected with the discharge of official duty. Public servants like them are required to be dealt with strictly and sensitized to handle such situations sensibly and with a humane approach,” it said.
In the viral video, two policewomen were seen assaulting the old man identified as Nawal Kishor Pandey at Jay Prakash Chowk of Bhabhua town with batons while the teacher was pleading his innocence.
The teacher was going home after school when his cycle skidded on a busy street and he fell on the road, causing a traffic jam for a moment. Following the incident, both police personnel started beating the teacher in full public view.
The notice was issued to the chief secretary and the director general of police asking for a detailed report in the matter within four weeks.
The report should include the present status of the FIR registered against the responsible police personnel and departmental action taken or proposed to be taken against them.
The commission has also sought a report on the present health condition of the victim.
The report must contain compensation, if any, paid to him.
Jitendra Singh Gangwar, additional director general (ADG) of police (headquarters) told TOI the action had been taken by the district magistrate concerned against the home guards, Nandini Kumari and Jayanti Kumari and they had been relieved from duty for three months.
“The action was taken against the constables after the probe. The reports will be sent to the NHRC in due course,” he said.
