Panaji: The high court of Bombay at Goa found that the authorities did not collect any data before granting permissions for the Sunburn festival to be able to ascertain the names and details of the persons conducting the event on behalf of Spacebound Web Labs Pvt Ltd.
“It also transpires that the permissions were sought by one Parag Narendra Unke, who is an employee of respondent no.10 (Spacebound Web Labs Pvt Ltd), vide application dated December 27, 2022, purporting to be under Rule 5(i) of the Noise Pollution Rules, 2000, read with clause 7(b) of the Action Plan.”
The court observed that the North Goa deputy collector, mapusa, granted permission for the EDM festival on the morning of the day the festival was to commence.
Spacebound Web Labs Pvt Ltd, the court stated, presented an application to the Goa State Pollution Board on December 5, 2022, and “there appears to be no report submitted by the Board” to the district collector on the basis of which the district collector “has granted its permission on December 28”.
“Going through this record one is left with a grave doubt as to the process followed by the authorities to grant permission to the event, much less what were the considerations, inputs and assessment followed by them,” the HC stated.
