For small enterprises,RIICO to allot land via e-lottery, not e-auction
Jaipur: In a strategic move to support local micro and small enterprises, RIICO is finalising a scheme to provide land on allotment basis instead of auctioning. While the e-auction process will remain, under the new scheme, land will be allotted through an electronic lottery system.
As per the existing rules, allotment of land without auctioning is only applicable to industrial units which make investments of more than Rs 500 crore and are entitled to customised packages approved by the chief minister-led board of investment.
As per the ‘special scheme’, 50 plots will be earmarked in industrial areas identified by the management of the Corporation. In the first phase, 10 industrial areas will be selected in potential districts.
RIICO managing director Shivprasad Nakate told TOI, “Through this scheme, we want to support the state’s micro and small enterprises in setting up industrial ventures. This would not only promote entrepreneurship at the local level but will generate jobs for the youths in the surrounding areas. That’s why we have kept the size of plots on a smaller side.”
The size of plots earmarked will be in the range of 250 sq mtr to 750 sq mtr. The entrepreneur must be a domicile of Rajasthan. The land will be allotted for a maximum of 99-year lease. However, the auction route for land allotment will remain as it is. The corporation thinks that besides being transparent, auctions help people from across the country and the world to participate and get land.
Under the new scheme, the entrepreneurs need to apply online, and their applications will be scrutinized by a committee, which will have direct discussions with the applicants.
Only one applicant will be eligible for one plot. The scheme will remain operative for the current and the next financial year. Land will be allotted only for setting up those types of industries which are permitted in the respective industrial areas.
