Trouble brews for LDCA as enquiry on irregularities complaint filed by LCPA starts
LUDHIANA: In a trouble for the managing committee of the Ludhiana District Cricket Association (LDCA), the old cricket players have levelled several serious charges against the working of the LDCA.
The complaint has been filed by Ludhiana Old Cricket Player Association (LCPA) with deputy commissioner Ludhiana who is the ex-officio chairperson of LDCA. Based upon the complaint DC has marked the enquiry to SDM Swati Tiwana who on Tuesday summoned office bearers of LDCA to give reply to the charges levelled by LCPA. During today’s proceedings several representatives from both parties were present and next hearing has been fixed for November 30.
According to Pankaj Dogra president of LCPA, “Today we apprised SDM about all the violations committed by LDCA, the major one being their nominated office bearers who without any authorisation from general house signed Memorandum of Understanding with government or private entities. Besides there have been several violations in regards to expenditure incurred by the LDCA and inspite of our repeated demand to the office bearers to give clarity on the matter no reply was ever given to us. Today SDM has given directions to the LDCA to furnish the details of the government aid and funds raised from private sources after which the next course of action will be taken against them. Also directions have been passed to furnish all accounts including audited balance sheets.”
Giving more information Advocate Yogesh Khanna, legal advisor LCPA said, “Ever since taking over in 2020 the office bearers of LDCA have failed to perform their duties and done nothing for the sports of cricket or the fraternity. The working of committee has been very doubtful right from the beginning as till now there should have been three general house meetings but not even one meeting has taken place. What is even more shocking that that for more than two years no accounts, audit reports, list of activities, resolutions were submitted by the governing body neither to registrar of societies under which they are registered nor to the Punjab Cricket Association the apex body whom LDCA reports to.”
Khanna also added, “Time and time again we warned LDCA committee to set the house in order but nothing was done. On March 26 this year we held open conference against their misconduct which was a notice from our side to them but when nothing was done we filed complaint with DC. The results of today’s hearing have been very positive as the enquiry officer (SDM) has asked all the 17 elected representatives to be present either in person or through attorney on November 30 the next date of hearing.”
Meanwhile LDCA general secretary Anupam Kumaria has filed written reply to some of the charges levelled by LCPA which says “Accounts, balance sheet of LDCA for the year 2021-22 is still pending and not presented by treasurer despite my and other executive committee members repeated requests. I have also made several calls and also mailed Bassi to present accounts of LDCA, so it is not possible to call AGM of LDCA without adopting the balance sheet by executive committee. Further I am not involved in day to day financial transactions of LDCA for which a sub committee was formed to look after the financial transactions and the sole responsibility for which is with treasurer LDCA as per constitution. As soon as the accounts are adopted by executive committee, we will call AGM of LDCA immediately as per the constitution.”
