US Treasury Secretary Janet Yellen said the United States will impose new sanctions on a transnational network of individuals and companies that have been working to procure military technologies for Russia's war effort in Ukraine. Yellen told reporters on the sidelines of the G20 summit in Bali the sanctions would target 14 individuals and 28 entities, including financial facilitators, but she declined to provide details on where they were located. She said the announcement was scheduled for later on Monday.
Yuriy Sobolevskiy, first deputy chairman of Kherson regional council, told Ukrainian TV that even as the authorities were working to restore critical services, the humanitarian situation remained "very difficult".

On Sunday, artillery exchanges echoing over the city failed to discourage crowds of jubilant, flag-waving residents bundled up against the cold from gathering on Kherson's main square. The crowds tried to catch mobile phone signals from Starlink ground stations carried on Ukrainian military vehicles.
Mass graves have been found in a number of places across Ukraine since the start of the Russian invasion, including civilian bodies showing evidence of torture discovered in the Kharkiv region and in Bucha, near Kyiv. Ukraine accused Russian troops of committing the crimes.

US Treasury Secretary Janet Yellen heaped pressure on Russia on Monday ahead of the G20 summit in Indonesia, saying the best way to end world economic tumult was to stop the Ukraine war. "Ending Russia's war is a moral imperative and the single best thing we can do for the global economy," Yellen told reporters as she met French counterpart Bruno Le Maire in Nusa Dua, on the resort island of Bali.
