
Delhi-NCR News, Delhi News on Diesel Vehicle Ban: A Tihar Jail superintendent suspended on Monday over alleged VIP treatment to jailed AAP minister Satyendar Jain. Jain’s lawyers told a Delhi court Friday that the Enforcement Directorate’s (ED) allegations that he received a foot massage and fresh cut fruits in jail was made to prejudice the judge’s mind during his bail plea in a money laundering case. Special Judge Vikas Dhull had said he will pronounce the order on the bail plea on November 16 after both ED and Jain’s lawyers completed their rebuttals to the bail plea.
The Supreme Court Monday refused to stay proceedings against former Aam Aadmi Party councillor Tahir Hussain in FIRs registered against him in connection with the 2020 northeast Delhi riots, news agency PTI reported. A bench of Justices Ajay Rastogi and CT Ravi Kumar said it is not inclined to interfere with the September 16 order of the Delhi High Court as it is an interim order. Senior advocate Maneka Guruswamy, appearing for Hussain, said it is a settled law that there cannot be two FIRs for the same incident. She said it has put Hussain in a peculiar situation that charges are framed against him for identical offences arising out of the same incident, and the same prosecution witnesses are relied upon by the investigating agency. The bench said it is not inclined to interfere with the high court order and all remedies are open to the petitioner.
Strong winds and misty mornings are on the cards for Delhi during the week, with the day temperatures expected to stay below the 30-degree mark. On Sunday, the maximum temperature was recorded as 28.3 degrees Celsius, normal for this time of the year. The minimum settled at 12.6, a degree below normal. November so far has been warmer than usual, with the warmest day of the month in 14 years being recorded last Monday with a temperature of 33 degrees Celsius. The minimum temperature also remained above normal for most part.
News of a murder in their midst – of a 27-year-old woman by her 28-year-old live-in partner – shook the neighbourhood of Chhattarpur Pahadi, where the two stayed on rent, but most in the locality said they never noticed anything suspicious till police arrived to arrest the accused on Saturday.
The woman, Shraddha Walkar, was strangled to death, allegedly by Aaftab Poonawala, who chopped the body into pieces and dumped them in Mehrauli jungle over months. (Read more)
The All India Institute of Medical Sciences (AIIMS), Delhi, is working on creating a mechanism to send patients to other hospitals after stabilising them so that the premier facility can focus its resources and expertise on complicated cases, its director Dr M Srinivas said on Monday.
In an interview to PTI, he said the much sought after facility receives around 8,000 to 15,000 patients in the Out Patient Department per day and it is "very difficult for us to manage" the crowd. Dr Srinivas, who took over as director of the institute last month, said a meeting of medical superintendents and administrators of all Delhi government and central government hospitals in Delhi was held at AIIMS last month.
"What we are planning is that if a patient comes to this hospital we can stabilise him and give him the necessary first aid and if bed is not available here then perhaps send him to a secondary care hospital where a bed is available. (PTI)
A 28-year-old man, who killed his live-in partner following an argument in May, cut her body into pieces and disposed of them over the next two to three months in a forest area of the national capital, Delhi Police sources said Monday.
Police have arrested Aftab Poonawala Saturday for killing Shraddha Walkar, 27. Poonawala allegedly told the police he was inspired by the US television crime series Dexter, where the main character, a serial killer, chops up his victims. “He followed what the main character did to chop the body and discard it,” said an officer.
According to police, on May 18, the two got into a fight and the accused strangled the woman. They had been fighting because Walkar wanted him to marry her. “He told us during interrogation that he wanted to silence her, but she died. He initially kept the body at his home for two days,” said a police officer. (Read more)
Delhi Commission for Women (DCW) chairperson Swati Maliwal has written to Delhi Police asking if it had received complaints of harassment or domestic violence against Aftab Poonawala, who was arrested for allegedly killing his girlfriend, chopping her body into pieces and dumping them at different locations in the city.
The DCW issued a notice to the station house officer of the Mehrauli police taking suo motu cognisance of reports about the murder of Shraddha Walker, which took place in May.
In the notice, Maliwal directed police to provide a copy of the FIR registered in the matter as well as details of the people involved in it. “Was the male partner of the girl operating alone or did he have the help of some other persons as well?” reads the notice. (Read more)
The Enforcement Directorate (ED) has arrested Vijay Nair, the former CEO of events company Only Much Louder (OML), who had been associated with the Aam Aadmi Party, and Hyderabad-based businessman Abhishek Boinpally in connection with the alleged money laundering probe into Delhi government’s liquor policy. Before making their arrest, the ED had conducted multiple raids on the premises associated with vendors, distributors, and alleged middlemen involved in the liquor business in the national capital under the now-scrapped liquor policy.
The ED had registered a case of money laundering in the matter in the first week of September based on a CBI FIR against Deputy Chief Minister Manish Sisodia and 14 others. (Read more)

A man who was declared unfit for recruitment in Central Armed Police Forces, National Investigation Agency (NIA) and other forces for having a “religious tattoo” on the dorsum of his right hand has approached the Delhi High Court challenging the authorities’ decision.
The counsel for the authorities opposed the plea saying that the right arm is the saluting hand and this tattoo was not permissible under the relevant guidelines of the Ministry of Home Affairs.
The court, which was told by the petitioner that he was willing to remove the tattoo by a minor laser surgery, noted the detailed medical examination and the review medical examination showed there were no other defects found in him. Read more
A businessman based in Gurgaon was allegedly duped of Rs 45 lakh by a woman he met on social media on the pretext of trading in cryptocurrency, police said.
According to the victim, he got acquainted with a woman, who claimed to be from South Korea, on the messaging service Telegram and after a few days of conversation, she advised him to trade on a cryptocurrency exchange platform, officers said. Read more

Under Stage-III of the Graded Response Action Plan (GRAP) that is currently in place in Delhi-NCR, a ban on construction and demolition activities, except for certain projects, is in place. The Delhi Police have arrested a man for allegedly killing his girlfriend, chopping her body into multiple pieces and dumping them at different locations in the city. The incident took place in May this year but it came to light six months later, said the police.
The police said the accused, identified as Aftab Poonawaala, was arrested after the family of the deceased woman lodged a case against him. The woman’s body has still not been recovered, they said. Read more

Delhi's air quality remained in the very poor category on Monday morning, while the minimum temperature settled a notch above the season's average at 14.1 degrees Celsius. The Air Quality Index (AQI) at 9:am was 309.
The weather office has forecast partly cloudy sky for the day with the maximum temperature likely to settle around 28 degrees Celsius. The relative humidity at 8.30 am was recorded at 86 per cent.
The city's 24-hour average AQI stood at 303 on Sunday, as was on Saturday. It was 346 on Friday and 295 on Thursday. An AQI between 201 and 300 is considered poor, 301 and 400 very poor, and 401 and 500 severe. (PTI)
The intention behind POCSO is to protect children from sexual exploitation but it was never meant to criminalise consensual romantic relationships between young adults, the Delhi High Court has said.
It, however, cautioned that the nature of the relationship has to be seen from facts and circumstances of each case as the survivor in some cases may face pressure to settle.
The court's observation came while granting bail to a boy who married a 17-year-old girl and was subsequently apprehended under the Protection of Children from Sexual Offences (POCSO) Act. (PTI)
The Delhi BJP on Monday said an FIR should be registered against Chief Minister Arvind Kejriwal in the alleged Rs 20 crore scam in the Delhi Jal Board.
Addressing a press conference here, Leader of Opposition in Delhi Assembly Ramvir Singh Bidhuri said the alleged scam was exposed in 2018 when Kejriwal was the chairman of the DJB.
"I believe this is a much bigger scam of Rs 200 crore. Even after it was exposed in 2018, when Kejriwal was the DJB chairman, instead of taking any action, the commission of the accused was raised," the BJP leader said.
The Anti-Corruption Bureau (ACB) on Saturday filed a case in connection with the embezzlement of DJB funds worth Rs 20 crore. Bidhuri questioned why the Delhi chief minister did not take any action in the matter when the alleged scam was exposed. (PTI)
The Delhi High Court on Monday directed the CBI and ED to place before it all the press communications and releases put out by them in relation to the investigation in the alleged Delhi excise policy scam case in which Deputy Chief Minister Manish Sisodia and businessman Vijay Nair are also accused.
The high court's order came on a plea by Nair claiming that sensitive information in relation to the case was being leaked to the media by the investigating agencies which was hampering his right as an accused.
“The court, before proceeding further, requests respondent no. 1 (CBI) and 2 (ED) to place all the press communications and press released put out by them in connection with the investigation of the criminal case,” Justice Yashwant Varma said and listed the plea for further hearing on November 21.
The court said it will consider the official communications issued by the investigating agencies and then see if the television channels reported on the issue based on the communication or out of their “figment of imagination”. (PTI)
The Delhi High Court has directed the deputy commissioner of the Excise Department to “expeditiously hear” the representation made by INDOSPIRITS seeking the transfer of the left over liquor stock from one warehouse to another.
The vendor approached the High Court upon the expiry of their excise license on August 31, after the Delhi government scrapped the Delhi excise policy. The vendor argued that their stock was expiring and further sought to transfer the stock from one warehouse to another as they could not afford the rent.
The ED arrested the MD of INDOSPIRITS Sameer Mahendru in a probe pertaining to money laundering vis-a-vis the policy in September.
The ED has arrested two businessmen-- Vijay Nair and Abhishek Boinpally -- in connection with its ongoing money laundering probe into the Delhi Excise policy that was scraped following corruption allegations, official sources said Monday.
The two are currently in jail after the Central Bureau of Investigation (CBI) arrested them in the same case.
The Enforcement Directorate (ED) will seek the custody of the two from a special Prevention of Money Laundering Act (PMLA) court, they said. The Hyderabad-based Boinpally was allegedly lobbying for certain liquor businessmen based in southern India, according to the CBI.
Nair, a former CEO of an event management company, has been associated with the Aam Aadmi Party (AAP), according to the CBI and had entered into a criminal conspiracy with others, and in furtherance of the conspiracy related to the excise policy of the government of the national capital territory of Delhi (GNCTD) of 2021-2022. The Delhi Police has issued a traffic advisory in view of the India International Trade Fair, which begins on Monday, and mentioned the roads where congestion is expected.
It said traffic congestion is likely to be seen on Mathura Road, Bhairon Marg, Ring Road, Shershah Road and Purana Qila Road. Entry to the fair will be restricted to business visitors from November 14 to 18. It will be opened to the general public from November 19 to 27.
"No entry of visitors from Gate No. 5-A and 5-B. Entry from Gate No. 01, 04, 10, 11 and Craft Museum Gate. Entry for media persons from Gate No. 4 and 10. Entry for ITPO officials from Gate No. 4 and 10. No entry for Trade Fair after 6 pm," the traffic police said on its official Twitter handle on Sunday.
"No sale of tickets at Pragati Maidan. Tickets would be sold online and at selected metro stations. Alighting point for chauffeur driven vehicles and taxis will be on service lane in front of Gate No. 4. Entry to fair grounds may be closed earlier," the advisory read. (PTI)
