CHENNAI: The Enforcement Directorate (ED) has provisionally attached movable and immovable assets worth ₹14.2 crore of three people including Parvin Jaffer, wife of retired director general of police M S Jaffer Sait, under the Prevention of Money Laundering Act. The other attached properties are those of R Durgashankar (son of Rajamanickam, former secretary to then chief minister
M Karunanidhi) and Landmark Constructions' proprietor T Udayakumar.
The ED initiated an investigation based on DVAC's FIR against Jaffar Sait, who was the then IG for Intelligence wing, his wife Parvin, K Murugaiya, the then executive engineer of Tamil Nadu Housing Board, retired IAS officer K Rajamanickam, his son R Durgashankar, the then housing minister I Periyasamy and Udayakumar. ED sleuths recently recorded the statements of Jaffer Sait, Periyasamy and others after summoning them for interrogation.
Investigations revealed that Periyasamy had wrongfully allotted two lots under the government discretionary quota (GDQ) to Jaffar Sait and Durgashankar, though they were not eligible for the plots as per the norms of GDQ.
The ED said that Parvin Jaffar and Durgashankar entered into an agreement with Udayakumar for a joint development of the combined land though the plots were not in their names when the agreement was signed.
Parvin and Durgashankar had paid the cost of plots -- illegally allotted by the Tamil Nadu Housing Board -- using the funds received from Udayakumar, said the ED.
The trio generated ₹14.86 crore by building a multi-floor apartment complex on the land and selling the flats to the buyers, said the ED.
