Ludhiana: Cop’s memory loss leads to FIR delay against prisoner

LUDHIANA: In an usual case, memory loss of an assistant sub-inspector caused a six-month delay in lodging an FIR in two cases regarding recovery of mobile phone and inmate causing ruckus at Ludhiana Central Jail.
The inmate had also tried to commit suicide. Though the Ludhiana jail authorities had lodged two complaints on April 17, it was only on Wednesday when an FIR was lodged in the matter.

The inmate, identified as Randhir Singh of Phillaur, who is an undertrial, had vandalised government property after the authorities had seized a mobile phone from him. In the second case, a mobile was found abandoned in A-block of the jail.
ASI Rajinder Singh, in-charge, Tajpur police post, said, “The investigating officer who has received the complaints suffered a memory loss. Both the complaints were in his possession. Now, he has recovered and we could find both the complaints.”
Assistant superintendent at Ludhiana central jail, Tajpur road, Sukhdev Singh said during a special checking, a mobile phone and a SIM card were recovered from inmate Randhir Singh. After the recovery, the inmate lost his temper and created a ruckus. He injured himself and broke the toilet seat. He was taken to the civil hospital for treatment but there too he created nuisance by abusing hospital staff and vandalizing a window of the OPD ward. Randhir also tried to commit suicide with the glass of broken window.
A case has been registered in both cases including mobile recovery and ruckus. The FIR has been lodged under Sections 186 (obstructing public servant in discharge of public functions), 427 (mischief causing damage to the amount of fifty rupees), 506 (criminal intimidation) of the Indian Penal Code (IPC) and different sections of the Prison Act.
