Congress presidential polls: Counting of votes begins, Shashi Tharoor alleges 'rigging'

Congress presidential election counting has begun and the results are to expected to be out by 3 PM. Before the counting began one of the contestants Shashi Tharoor has written a letter to the poll in-charge alleging rigging in the polls. He also raised suspicion over the sealing of the ballot box.
