GURUGRAM: To boost Haryanvi culture and promote the state as a destination for film production the state government has come up with a new film policy.
Under the Haryana Film and Entertainment Policy, 2022, the government will provide a subsidy of up to Rs 2 crore to film production houses with certain riders, such as the number of days of shooting, location and branding of the state in the movie.
Officials said the policy aims to make
Haryana a global destination for film production and open new employment opportunities for the young talent of the state.
The information, public relations and languages department will be the nodal agency and Haryana Film Promotion Board (HFPB) created under the provisions of the policy will be responsible for the implementation of the film policy.
The policy ensures the implementation of a simple process for all permits and clearances through a single-window mechanism for all production houses to shoot films, web-series or serials in Haryana.
To avail the subsidy, the production house has to apply 30 days before the actual shooting schedule. In case of an emergency, the production house can avail shooting permission within 10 days if they have a valid reason.
Under the category of Haryanvi films, production houses can avail 50% subsidy with a cap of Rs 1 crore, provided 50% of the shooting of the film is in Haryana. In the non-Haryanvi category, the production house can avail 50% subsidy with a cap of Rs 2 crore, provided 65% of the shooting of the film is done in Haryana. HFPB will award incentives up to 10 lakh or 50% of the total cost, whichever is less, to 25 short films on social issues in a year. "The main emphasis is on shooting in the state, which generates employment for the local artists, film tourism, hospitality and other professionals," said Amit Agarwal, the additional personal secretary to the chief minister and director general of information and public relations department.
The state government is also working on setting up a film city in Pinjore which will create new opportunities for the people of Haryana, he added.
The government has also categorised film production as an "enterprise" to make production of films eligible for grant of incentives under the Enterprise Promotion Policy.
