Govt Issues LTC Rules Regarding Air Ticket Booking

The central government has issued guidelines regarding flight ticket booking. The department of posts under the Ministry of Communications has issued an office memorandum (OM) in this regard and has explained the Leave Travel Concession (LTC) rules with respect to air ticket booking agents, flight ticket fare, time limits.

It also asked government employees to book air tickets from three booking agents - Indian Railway Catering and Tourism Corporation (IRCTC), Balmer Lawrie and Company (BLCL) and Ashok Travels and Tours (ATT).

Following are the rules issued:

In all cases of air travel in respect of LTC, air tickets shall be obtained only from three Authorised Travel Agents (ATA) or (a) M/s Balmer Lawrie and Company (BLCL), (b) M/s Ashok Travels and Tours (ATT), and (c) the Indian Railway Catering and Tourism Corporation (IRCTC).

Government workers, at the time of booking, will have to select the flight with the best available fare in their entitled travel category for the non-stop flight in the slot mentioned below, which is the cheapest available fare. They will have to keep a print-out of the respective ATA's webpage containing flight and fare details for the purpose of settlement of LTC claims.

Central government employees are encouraged to book flight tickets on LTC at least 21 days before the scheduled date of travel, so as to avail the most competitive fares.

In unavoidable circumstances, where the ticket is booked through an unauthorised travel agent/website. The Financial Adviser and Head of the Department of the Ministry/Department not below the rank of Joint Secretary in the subordinate/attached offices are authorised to make grants.

Government employees eligible for air travel may apply for LTC advance along with a print-out of the respective webpage of the authorised travel agency containing the appropriate flight and fare details while tracking flight fares under three hours time slot.

They who are not entitled to travel by air and who wish to travel by air but are not under the Special Exemption Scheme are also required to book their air tickets through only the three ATAs mentioned above, irrespective of the booking time limit. However, the reimbursement will be limited to the actual airfare or the entitled train/bus fare for the shortest route, whichever is less.

Employees are encouraged to avoid unnecessary cancellations. For cancellations done less than 24 hours before the intended journey on LTC, self-declared justification will be required to be submitted by the employee. All the three ATAs have been instructed to provide nil cancellation charges.

Tickets can be arranged by the office through the travel agent, employees are encouraged to do the ticket booking digitally only through self booking tool/online booking website/portal of 3 ATAs.
