Thiruvananthapuram: Smart City Thiruvananthapuram Ltd (SCTL) which recently terminated the contract for Smart Roads within ABD (area-based development) area of city corporation has called for fresh tenders to resume work. Nine roads covering a length of 2.096km have been included in the tender. SCTL officials said that 21 roads under three packages will also be implemented within corporation limits.
Thamman Street, Ayya Vadhiyar Road, Kothalam Junction to West Fort, Kothalam Road, Taluk Office Road, Charithra Veedhi-Taluk Office Road, Deekshithar Street, Kallampalli Street and Punnackal Lane are the stretches for which tenders have been invited. With the Smart city project set to conclude in June 2023, the period of completion of these works will be six months.
As per the bid document, the scope of work includes developing the existing roads by up gradation and augmentation of utility trenching/ducting works, foot path/safe pedestrian pathways, road and junction improvements, providing road markings and road signage, street furniture, street landscaping and hardscaping works, construction of new drains and restoration of existing drains, foundation for street light poles and feeder pillar as per site requirements and other miscellaneous works along with operation and maintenance of road components during DLP (defect liability period).
The firm will have to ensure provision of a traffic management plan for uninterrupted traffic movement during implementation of smart road development activities. Improper traffic management had led to public outcry during the implementation of the scheme earlier. Maintenance of roads and keeping them motorable during all the road and drains, rehabilitation and construction activities has also been included under the scope of the work.
The traffic management plan should manage the traffic disruption as a result of construction activities by identifying strategies for traffic management on the roads and neighbourhoods impacted by the construction activities. The contractor is required to submit a structured approach for the development of a traffic management strategy which shall be considered, to minimize delay and inconvenience for road users during construction of road alignment, the document notes.
The bid document also notes that the contractor shall use improved/innovative methods in the execution stage to minimise public disturbances and adoption of time saving techniques for providing utility connections to nearby properties, and other entities if any identified at the time of execution.
