Rotation plan: Power to homes at Sector 84 society only 12hrs a day

Gurgaon: Residents of Pivotal Devaan in Sector 84 are in a fix with the developer embarking on a power rotation plan under which they will get supply for 12 hours a day.
This comes after the Commission for Air Quality Management (CAQM) recently issued a notice to the developer, directing it to stop the use of diesel gensets (DG sets) except for running lifts and water pumps and ensure regular power supply from the grid by August-end.
There are 848 flats across eight towers of the affordable housing society in which 550 families are currently living. Now, power will be supplied to each tower of the society with an interval of two hours from the 100 kW load granted by the discom to the developer for construction purposes.
According to the society’s residents, no permanent connection has been obtained by the developer and since 2019 they have been dependent on the 100kW supply. And to meet the gap between demand and supply, the society has been banking on DG sets for regular power supply. “It is the responsibility of the developer to obtain the permanent connection but instead it is passing its responsibility on to residents. All our dues towards our property have been cleared and now the developer wants us to pay an additional amount of up to Rs 82,000. How is this justifiable?” said Sunil Yadav, RWA general secretary.
“We have been suffering for the past three years and raised the matter with the authorities at every level but it seems like there is no end to our misery,” he added.
“With the power rotation plan in place, we will be left without electricity for 12 hours a day. There are children and senior citizens with medical needs, how will they manage? It is completely inhumane and mental harassment by the developer. Why can’t the authorities concerned step in,” asked another resident.
When contacted, Devender Gupta, director of Pivotal Infrastructure, said that they are only complying with CAQM directions to stop the operation of DG sets for providing regular electricity. “We are not asking anything which is illegal, the discom has asked us to furnish bank guarantee to build a 33 kV substation.”
“All the required power infrastructure of 11kV has been built. There was no policy for building 33kV infrastructure when we had applied for a licence. We even got the occupancy certificate,” he added.
Meanwhile, Rahul Sangwan, executive engineer of DHBVN, said that the discom is ready to give a permanent connection once the developer fulfills all its compliances and submit the bank guarantee of Rs 6.15 crore for getting the ultimate load of 2,736 kW for the society. “The directions from CAQM are applicable to all societies, industries among others. We can only disconnect the power connection but we can’t take any action if the developer doesn’t make adequate power supply available to the residents,” he added.
