Even as it reverts to the old excise regime — which means all private vends will shut down — the Delhi government has planned to open five premium vends each under its four departments in upscale areas, malls and big markets where people can buy imported premium liquor, said officials. “Under the old policy, imported brands were sold by private vends while government shops largely dealt with country liquor and some Indian-made foreign liquor. Now, as the government has decided to shut these (private) vends, there is a plan to open premium vends so people can walk in and buy without rush,” said an official.

Delhi Lieutenant Governor Vinai Kumar Saxena has written to the chief secretary over the delay in submitting Cabinet proposals and other papers and has sought compliance with the Transaction of Business Rules (ToBR), 1993, said official sources at the L-G’s office. The chief secretary was also told to provide Cabinet proposals two days in advance, the sources added.
“Observing that the violation of Transaction of Business of the Government of National Capital Territory of Delhi Rules, 1993, was not in the interest of transparent and accountable governance, the L-G Secretariat has written to the chief secretary, who is also secretary to the Cabinet, to look into the issue and ensure adherence to laid down statutory provisions of the ToBR, both in letter and spirit,” said officials.
A copy of the same has also been sent to Chief Minister Arvind Kejriwal as well, said officials, adding that a significant number of memorandums/proposals/Cabinet notes are received just prior to the scheduled meeting of the Cabinet or even after the conclusion of such meetings, without recording any reason for such transgression of the ToBR. With cases of Covid-19 on the rise again in the national capital – over 2,000 cases have been recorded over the last three days – the number of deaths with the infection are also on the rise. There have been 16 deaths in the first five days of August. Delhi reported 2,419 cases and a positivity rate of 12.9% on Friday, according to the government’s daily health bulletin.
Most of the Covid-19 deaths recorded in the government’s health bulletin are of people who incidentally test positive for the infection, say doctors from big government hospitals. Two of the four haven’t seen a death yet as cases continue to increase.
“The Covid-19 deaths that are now being recorded – just like the previous Omicron wave – are happening in those who are immune-compromised such as people undergoing dialysis, suffering from chronic kidney, heart diseases and tuberculosis. In fact, in most cases, the finding of Covid-19 is incidental. They are probably admitted for treatment of other conditions, they get fever, and when we test them, they are found to be positive,” said Dr Suresh Kumar, medical director, Lok Nayak hospital, which was one of the city’s biggest Covid-19 treatment facilities. It currently also has the highest number of isolation rooms – 20 in total – for monkeypox cases. Read the full report here
Delhi’s Sardar Patel Vidyalaya is in a celebratory mood after 23-year-old Tejaswin Shankar, a former student, bagged the bronze medal in the Commonwealth Games high jump event.

With his win, Shankar became the first Indian to win a medal in the high jump event at the Commonwealth Games. After the Athletics Federation of India did not include him in the contingent for the games in Birmingham, he moved the Delhi High Court which asked the AFI to consider including him. While he was later told by the Indian Olympic Association that the organisers of the games had not accepted his entry, he was later given the go-ahead to participate. He arrived at Birmingham in the nick of time. Read more here

Even as it reverts to the old excise regime — which means all private vends will shut down — the Delhi government has planned to open five premium vends each under its four departments in upscale areas, malls and big markets where people can buy imported premium liquor, said officials.
The government scrapped its 2021-22 excise policy last week amid the ongoing standoff with the L-G — who has recommended CBI to probe allegations of corruption in the policy’s implementation — and has decided to bring back the old policy from September 1. In the interim, it has extended licences of private vends till August 31.
“Under the old policy, imported brands were sold by private vends while government shops largely dealt with country liquor and some Indian-made foreign liquor. Now, as the government has decided to shut these (private) vends, there is a plan to open premium vends so people can walk in and buy without rush,” said an official. Read the full report here

Noting that it was high time to control the casual and callous approach of any investigating officer, a Delhi court has called for sensitisation of IOs and said that there needs to be a serious re-look at the quality of evidence placed in a Northeast Delhi riots case.
Additional Sessions Judge Pulastya Pramchala made the observations while dealing with an FIR registered on the complaint of one Salim Khan, wherein he stated that his barber shop and spare parts shop were looted and set on fire (during the February 2020 riots).
The court also expressed displeasure over “casually prepared site plans” by stating that preparation of the same was not even expected in cases triable by Metropolitan Magistrates. Read more
Pide, baklava, kisir and Urfa aren’t exactly alien names for Delhi’s food vocabulary anymore. Just like gelato and polenta, or gyoza and onigiri – from Italy and Japan respectively – entered the food nomenclature a decade or so ago, authentic Turkish dishes are now making their presence felt in menus across the national capital. Not just this, the city’s love for all things light, healthy and flavourful has spawned a host of speciality Turkish eateries, with some going to the extent of flowing down chefs from Turkey to keep their promise of authenticity.
Chef Onur from Turkey, who steers the kitchens of Ophelia in Chanakyapuri and Cosy Box at One Golden Mile, says, “Turkish cuisine has a lot of similarities to north Indian cuisine, that’s why it has grown in liking from Delhi people.” In fact, he says that it touches exactly the same taste buds as north Indian food, adding that it has gained popularity from the last five years, around the time they launched Ophelia. To pair cocktails with Turkish food, Ophelia roped in a Turkish bartender as well. Read more here
Delhi Police has decided to reward people who detect dummy improvised explosive devices (IEDs) placed during mock security drills, it is learnt. Sources said police personnel who spot the dummy IEDs would be rewarded too.
The decision, sources said, was taken after the Delhi Police Special Cell “infiltrated and planted” 30 dummy IEDs in places with high footfall, of which 12 were detected – by the public, private security guards and local police.
As reported by The Indian Express earlier, the decision to conduct the mock drills was taken in light of a warning by Al-Qaeda in the Indian Subcontinent (AQIS) that it would orchestrate suicide bombings in Delhi, Mumbai, Uttar Pradesh and Gujarat over comments on the Prophet made by suspended BJP leader Nupur Sharma.
