Govt inks MoU to track status of projects

Panaji: In a bid to track and measure the implementation status of projects, the state government on Wednesday signed a memorandum of understanding (MoU) with the Nation First Policy Research Centre (NFPRC).
Chief minister Pramod Sawant said that NFPRC will track whether the government is implementing the promises made in its manifesto.
There will be a performance management unit in Goa to track department-wise programmes and to propose projects, Sawant said
He also added that NFPRC will also help the state government to implement central schemes.
The agreement with NFPRC is for 14 months and was signed in the presence of the chief minister and ministers, among others.
An official said that the government aims to implement high-impact projects such as restarting of mining activities, carbon neutral Goa, easing the burden on homemakers, and revitalising the state economy in an efficient and timely manner.
“The execution of such wide-ranging development goals involves several steps in planning and execution, cooperation and coordination between the line departments and timely attainment of targets and sub-targets. Therefore, it is felt that evidence-based and end-to-end progress tracking of all ongoing projects in Goa, on a regular basis, is a must,” the official said.
NFPRC undertakes extensive field review research for long-term projects and conducts impact evaluation for existing policy intervention to identify lacunas and roadblocks and suggests remedial solutions.
NFPRC had submitted a detailed proposal to carry out identification of key projects of every department and to take the initiatives to their targets and performance indicators for tracking.
During the process, NEPRC will use a wide range of modern tools, methods, and approaches to undertake monitoring and evaluation. It will measure capacity processes, objectives, outcomes relevant to ultimate performance indicators, both quantitatively and qualitatively.
Meanwhile, the state government will hold 72 hours ‘chintan shivir’ at the end of September for ministers and secretaries to resolve the government issues through ‘chintan’ and work on the principle of ‘antyoday’.
