In other news, liquor shops in Delhi either remained shut or had low stocks on Monday as the government gave them a month more to clear stocks and smooth their transition from private businesses to state-run ones. While shops had cleared most of their stocks over the weekend, as confusion persisted since their licences expired on Sunday, some stayed open but their shelves were mostly bare. Shops as well as bars are expected to reopen on Tuesday.
Meanwhile, the central government Sunday appointed Sanjay Arora, a 1988-batch Tamil Nadu cadre Indian Police Service (IPS) officer, as the new Commissioner of the Delhi Police. Sanjay Arora, the current Director General of the Indo-Tibetan Border Police (ITBP), took charge as Delhi Police Commissioner today at the headquarters in Connaught Place. Arora will take over from 1984-batch Gujarat cadre IPS officer Rakesh Asthana.

As part of the ‘Har Ghar Tiranga’ campaign to mark 75 years of India’s independence, the Delhi L-G office has directed agencies to decorate prominent roundabouts, markets, schools and hospitals with the national flag, organise “prabhat pheris” by school students and illuminate flyovers.
“The New Delhi Municipal Council and the Municipal Corporation of Delhi will identify prominent roads like Sardar Patel Marg and Shanti Path, and important market areas under their respective jurisdiction to be decorated with the Tricolor from August 13-15,” Raj Niwas said.
It added: “The Delhi Development Authority will carry out a similar exercise in markets owned and controlled by it. Flyovers in the NDMC area will be illuminated during this period, and municipal schools and hospitals will hoist the national flag on their premises at prominent locations from August 13-15,” it stated.

“I went to two liquor shops near my house in the afternoon. While one was shut, the other had downed half of its shutter and its shelves were mostly bare. In any case, over the past few days only one or two brands of liquor have been available. It is a complete mess,” said Raghav Singh, 34, a resident of Jangpura Extension.
After Delhi Chief Minister Arvind Kejriwal was not able to visit Singapore for the World Cities Summit owing to a lack of clearance from the Lieutenant Governor and the Centre, Transport Minister Kailash Gahlot approached Delhi High Court Monday challenging the central government instruction requiring state government ministers to seek prior political clearance for their foreign visits. He also alleged that the use of discretion in such travel clearances is “draconian”.
Gahlot also sought a direction for framing guidelines and quashing the LG’s letter advising against Kejriwal’s proposed visit to Singapore. “This has become a much larger issue. What is the nature of this kind of denial of clearance? Is it completely unfettered? Is it not reviewable? See this case – On June 7, I write to the learned L-G. No reply for a month because we all know how to make things infructuous,” senior advocate Abhishek Manu Singhvi, representing Gahlot, said. Read more
A 22-year-old man was stabbed to death allegedly by a group of men in northeast Delhi's Khajuri Khas, police said on Monday. The deceased has been identified as Anawarul Haq, a resident of Purniya in Bihar, they said. Haq worked in a Biharipur-based factory which made school bags, police said.
A senior police officer said, "On July 31, a PCR call was received at the Khajuri Khas police station that a person has been stabbed by some boys. Immediately, a police team reached the spot but by that time, the injured person was shifted to a hospital by the people." The man was, however, declared brought dead at the hospital, he said.
"We have registered a case under section 302 (murder) and 34 (common intention) of the Indian Penal Code and an investigation has been taken up," he added. (PTI)
The Delhi Police crime branch has busted a fake call centre which allegedly cheated American residents by making them believe their computers were affected by virus or hacked and swindled money in the name of fixing the issue. The police said they arrested an employee of the fake call centre on July 29.
The police said the employee, Chirag Mullick, disclosed the identities of the alleged owners of the centre, identified as Sumit Nandrajog and Jatin Nandrajog, and Bharat Goel, the owner of the flat it was located in. Read more
In a major reshuffle, five District Commissioners of Police (DCPs) and three Additional Deputy Commissioners of Police (ADCPs) have been transferred to various zones within the district as per the orders issued by Noida Police Commissioner Alok Singh Sunday, said officials.
The directions have been issued in “relation to the distribution of work of the Deputy Commissioners of Police/Additional Deputy Commissioners of Police in view of crime control, maintaining better law and order and in administrative interest”, added the officials. Read more

The Gurgaon police arrested two police constables and a special police officer (SPO) Sunday for allegedly extorting Rs 9 lakh from a lawyer after threatening to implicate him in a false case, said officials Monday. The police said that the arrested personnel have been identified as constable Sandeep Dagar, constable Neetu, and SPO Anand Kumar. They said their three accomplices are yet to be arrested.

Light rainfall is on the India Meteorological Department (IMD) forecast for Delhi for most days of the week ahead. Cloudy skies, light rain and a maximum temperature of 32 degrees Celsius are likely in the city Monday. In a bulletin issued Sunday, the IMD said that there is likely to be a decrease in rainfall activity over northwest India from Monday (August 1) onwards. The Lok Sabha elections are a good two years away, but the BJP has already begun preparations by strengthening booths where it received fewer votes in the earlier election. The seven BJP MPs in Delhi have got a list of these booths from the central leadership, which includes details of the booth’s name, number, votes polled, position of the BJP candidate, and margin of votes polled as compared to other candidates.

A day after two men died and eight were injured after a cement truck allegedly rolled backwards on a slope and crashed into two auto rickshaws and a motorcycle behind it near Naya Bus Adda flyover early Saturday, Ghaziabad Police have arrested the driver. Deputy Chief Minister Manish Sisodia announced on Saturday (July 30), that the Delhi government’s ambitious new liquor policy (Delhi Excise Policy 2021-22) will be scrapped entirely and that from August 1, only government owned liquor vendors will be allowed to sell alcohol in the national capital. This development comes amidst the recently launched probe into the Delhi government’s excise department by the Delhi Police’s Economic Offences Wing (EOW), due to alleged irregularities in its new liquor policy.

All schools in Delhi are being roped into the ‘Har Ghar Tiranga’ campaign. Schools, including private ones, have been directed to hoist the Tricolour atop their buildings from August 13 to August 15. The heads of all government and private schools in the city have been directed by the Delhi government’s education department to hoist the country’s national flag on their buildings during this period.
“To popularise the ‘Har Ghar Tiranga’ initiative and to ensure maximum public participation to make the programme a grand success, all government, aided and private schools and offices will launch a special ‘Information, Education, and Communication campaign’ for sensitisation and awareness of students, parents and staff with immediate effect,” said an official from the department. The Delhi Government has decided to extend the policy of retail liquor stores in the city for another month till August 31 and sent a cabinet-approved file to Lieutenant Governor (L-G) Vinai Kumar Saxena late Sunday, said officials. Officials said the L-G has not seen the file and approved it yet. “The L-G will see the file on Monday and will take the final decision,” said an official source.

“Police division, MHA, dated July 31, 2022, has conveyed the approval of the competent authority for inter-cadre deputation of Sanjay Arora from Tamil Nadu Cadre to AGMUT cadre. In pursuance of the approval, Sanjay Arora is appointed as Commissioner of Police, Delhi, with effect from August 1, 2022, or from the date of taking over charge whichever is later till further orders. This issues with the approval of competent authority,” wrote B G Krishnan, Director, Union Ministry of Home Affairs, in an order. Read more
