Delhi University to increase fees for undergraduate courses from coming session

There will be no change in the tuition fee and the Delhi University Student Union fund.

Delhi University will increase fees for its undergraduate courses from the academic session 2022-2023 by introducing charges under some heads and increasing the University Development Fund.

As part of the fee structure for students of the university, the amount under certain heads is remitted to the university. With the stated aim of rationalising the fee structure across various colleges and to “ensure uniformity in various heads of expenditure”, the university has notified that students across all colleges will be charged under 9 heads.

Of these, University Students Welfare Fund, University Development Fund and University Facilities and Service Charges, and Economically Weaker Section Support University Fund will be remitted.

Among these, the University Development Fund has been increased from Rs 600 to Rs 900, a decision that was passed by the University Executive Council early this year based on the recommendations of a committee which had cited a reduction of capital grants by the University Grants Commission.

According to Manoj Sinha, Secretary Delhi University Principals’ Association, the increase in fees with this notification “is not substantial”.

“The increase in the development fee has been a done deal for a while. Apart from this, the new components are the head for an EWS fund and the University students’ welfare fund, both of which are Rs 100 each. So the total increase to the university’s fees amounts to around Rs 500 for a student. What the new notification has done is that it has reorganised the earlier heads, because of different fee structures from college to college,” he said.

According to the notification, the amount for the heads College Student Welfare Fund, College Development Fund and College Facilities and Service Charges will be as decided by colleges at their level. There will be no change in the tuition fee and the Delhi University Student Union fund.

However, former Executive Council member Abha Dev Habib said that with the Rs 500 head for University Facilities and Service Charges, the increase is around Rs 1,000.

“Funds for welfare should be coming from the UGC. If the university wants to start scholarships to support EWS students, it can ask for endowments, it should not ask all students for money for this,” she said.
