Panaji: The state government on Wednesday granted approval to the Goa Staff Selection Commission (Amendment) Bill, 2022, and directed all departments to complete recruitments for posts advertised before January 8, prior to the model code of conduct for the 2022 assembly election, within a year.
Earlier, the state government had issued an ordinance. “We have converted the ordinance into a bill,” chief minister Pramod Sawant said. The state government had started recruitments to fill around 10,000 vacancies prior to the assembly election.
The cabinet note said that the government was of the view that prior to coming into effect of the model code of conduct ahead of the elections, various departments had initiated the process of filling up vacancies by advertising and accepting applications. It said that it would be a wasteful exercise to re-advertise the vacancies, as the departments face shortage of manpower. Thus, it desired that the departments complete the recruitment process and fill up the vacancies.
In view of the urgency, the state approved the amendment to Section 7 of the Goa Staff Selection Commission Act, 2019, and accordingly, the governor promulgated an ordinance called the Goa Staff Selection Commission (Amendment) Ordinance 2022, which has been notified.
As per the ordinance, the insertion of the proposed proviso to sub-section (8) of the Act shall enable the concerned department to conduct examinations and complete the selection process to subordinate services/posts not later than one year from the date of commencement of the Goa Staff Selection Commission (Amendment), Act, 2022, in cases where advertisements for filling up the subordinate services/posts were issued prior to January 8.
