Ludhiana: A few hours after attacking a youth, a group of assailants bludgeoned his 15-year-old brother to death with swords inside the emergency ward of Ludhiana civil hospital late on Thursday night. The boy had gone to the civil hospital with his elder brother Sumit (17), who was getting his medical examination done, when the accused assaulted the teenager. The incident was captured on a CCTV camera in which other people in the hospital were seen standing as mute spectators, making videos of the incident rather than trying to save the minor boy.
The victim, identified as Sawan Kumar of EWS Colony, was a school dropout. The division number 2 police has lodged an FIR against 18 accused, including Vishal, Sahil, Abhishek, Ankur, Manu Vikas, under Sections 302 (murder), 341 (wrongful restraint), 186 (obstructing public servant in discharge of public functions), 353 (assault or criminal force to deter public servant from discharge of his duty), 506 (criminal intimidation), 148 (rioting, armed with deadly weapons), 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object) of Indian Penal Code (IPC) and relevant sections of the Prevention of Damage to Public Property Act.
Sawan’s brother-in law Rajveer, 36, a driver from EWS colony, claimed that Sumit was standing outside his house around 9.30pm when Sahil, Ankur of the same locality and two unidentified accomplices, came to the spot and smashed a glass bottle at Sumit’s head. The accused escaped after which Rajveer and Sawan took Sumit to the civil hospital.
“When I was there with Sumit for his medical examination, Sawan was standing outside the emergency room. In the meantime, a group of assailants laced with swords and rods tried to attack him. Sawan ran inside the emergency room and tried to close its door. However, the accused broke the glass door and barged in. Sawan tried to run to safety, but the accused followed him and assaulted him to death,” Rajveer added.
When Sumit and Rajveer got to know about the incident, they rushed to the spot. However, the accused had escaped by then. In the CCTV footage and some other videos, which went viral, many people could be seen standing near the crime spot, but nobody tried to save the victim.
Importantly, there was a police post too inside the civil hospital premises, but no police personnel made effort to rescue the victim or nab the assailants.
Inspector Nardev Singh, SHO, division number 2, said, “The police post is established inside the hospital premises where cops were present. So many people witnessed the murder, however nobody informed the police.”
Additional deputy commissioner of police-1 Rupinder Kaur Sra said, “The police have arrested two accused — Sahil and Abhishek. This murder of a minor boy is an outcome of minor ego clash between two groups of youngsters, who lived in neighbouring localities. First they had a spat in the morning on Thursday. At night, the accused attacked Sumit outside his house. After that both the groups again indulged in a clash. Following that, the sibling duo and the accused had gone to the civil hospital for their medical examination, there the accused group found Sawan alone standing outside the emergency room and assaulted him to death.”
ACP (Central) Ramandeep Singh Bhullar said the accused were aged between 20 years and 22 years. Both the groups had indulged in minor scuffles earlier too, he added. Further raids are being conducted to arrest the rest of the accused.
