Porvorim: Labour and employment minister Atanasio Monserrate said on Friday that the state government does not have any provision that makes it mandatory for private industrial units in Goa to compulsorily advertise vacancies in the state.
He said that the norms only require private firms that employ more than 25 people to inform the Goa employment exchange whenever there is a job vacancy.
The minister provided the information in a written reply during the ongoing monsoon assembly session. He also informed the House that the government does not have any mechanism to monitor, control and track the entry of migrant workers and employees who come to work in Goa.
“The industrial policy of the government does not have any such provision wherein industrial units in the state have to compulsorily advertise vacancies,” said Monserrate. “According to Employment Exchange Compulsory Notification of Vacancy Act, 1959, all units and companies employing 25 or more employees are required to notify the vacancies to the employment exchange,” he said.
Responding to another question about the unemployment rate in the state, Monserrate said that the state remains in the dark as it has not conducted any survey to see if unemployment is on the rise and if the industrial sector can provide employment opportunities.
“There is no law enacted so as to ensure employment to Goans in private companies or establishments,” he added. “The industrial policy does not have a provision for job reservation. However, the policy has provision for a scheme which incentivises industries which employ a minimum of 60% Goan employees.”
The employment subsidy scheme, 2017, reimburses 50% of annual salaries paid to eligible Goans employees if they meet certain conditions.
