Ukrainian President Volodymyr Zelenskyy on Monday underscored the urgency of helping his country's military improve its position against Russia in the coming months during a video meeting with leading economic powers, who in turn pledged to support Ukraine "for as long as it takes". Zelenskyy addressed the delicacy of the moment for Ukraine in its war with Russia to the Group of Seven summit, as the leaders of the major economies prepared to unveil plans to pursue a price cap on Russian oil, raise tariffs on Russian goods and impose other new sanctions.

Russian hacker group Killnet claimed responsibility on Monday for a DDOS cyber attack on Lithuania, saying it was in response to Vilnius's decision to block the transit of goods sanctioned by the European Union to the Russian exclave of Kaliningrad. "The attack will continue until Lithuania lifts the blockade," a spokesperson for the Killnet group told Reuters. "We have demolished 1652 web resources. And that's just so far." Kaliningrad is connected to the rest of Russia by a rail link through Lithuania, a member of the EU and NATO.

Russia's defence ministry on Monday denied responsibility for a missile that hit a Kyiv residential building over the weekend, saying it was likely caused by a failure of Ukraine's air defence system. Missiles struck the Ukrainian capital Kyiv for the first time in weeks on Sunday. Ukraine said an apartment block and a site close to a kindergarten were hit, with U.S. President Joe Biden saying the attacks were more evidence of Russia's "barbarism" in its offensive against Ukraine.

The Latest on the G-7 summit, the annual meeting of the leading democratic economies, which this year is being held in the Bavarian Alps in Germany; and on the summit of NATO leaders that will start on Tuesday in Madrid: NATO secretary general Jens Stoltenberg says the military alliance wants to increase the number of its rapid reaction forces from the current 40,000 troops to 300,000.

President Volodymyr Zelensky told G7 leaders on Monday that the time has not yet come to open negotiations with Russia, as Kyiv is still seeking to consolidate its positions, the French presidency said Monday. "President Zelensky gave a very clear response that now is not the time for negotiations. Ukraine will negotiate when it is in a position to do so, that is, when it has basically re-established a position of strength," the French presidency said after the Ukrainian leader joined the G7 summit via video-link.

Russia promised on Monday to hit Japan with countermeasures in response to Tokyo's imposition of sanctions against Moscow over its invasion of Ukraine. Japan has joined the West in hitting Russia with an unprecedented package of sanctions in the four months since Russia launched its war against Ukraine.

Regional authorities urged civilians on Monday to urgently evacuate the eastern Ukrainian city of Lysychansk which is being attacked by Russian forces. "Dear residents of Lysychansk city territorial community and their relatives! Due to the real threat to life and health, we call on you to evacuate urgently," Serhiy Gaidai, the governor of the Luhansk region, wrote on the Telegram messaging app.
