Parts of Soweto remained barricaded on Tuesday as residents made their way to the office of Johannesburg Mayor Mpho Phalatse.
Soweto has been hit by load reductions and outages due to illegal connections, meter tampering and non-payment, according to Eskom.
Residents are demanding, among others, an end to continued blackouts, and calling for Phalatse's intervention.
They gathered at Maponya Mall, where buses and taxis were waiting to ferry them to Phalatse's office.
Community leader, Nhlanhla "Lux" Dlamini, also known as Mohlauli, addressed the media on their demands.
He called on Phalatse to attend to their demands around electricity, crime and improved services.
He said:
Dlamini added that Phalatse should lead the community.
"She is the first citizen and mother of the city. She needs to start acting like it. She needs to understand the communities' demands.
"I visit communities daily and hear their complaints...Coalition partners must give answers to why we live like this in Soweto," Dlamini said.
