Bhubaneswar: The state government has set a deadline of December 31 for all vehicles registered before April 1, 2019, to affix high security registration plates (HSRPs).
Timelines have been issued for different series of registration numbers.
Vehicles, registered in
Odisha with their registration numbers ending with 1 and 2, have been given the deadline of August 31 to fit the HSRPs. Vehicles, whose registration numbers end with 3 and 4, would affix the HSRPs by September 30. The government has given October 31 ultimatum to vehicles, whose registration numbers end with 5 and 6; November 30 for vehicles ending with 7 and 8 numbers; and December 31 for vehicles ending with 9 and 0 registration numbers.
The enforcement squads of the transport department and police will start imposing fines on violators after August 31. “The enforcement will start against the vehicles (whose registration numbers end with 1 and 2) that do not affix the HSRPs by August 31. The fine amount is between Rs 5,000 and Rs 10,000 for types of vehicles,” a senior officer of the state transport authority (STA) said.

HSRP can be affixed by vehicle manufacturers through their authorised vehicle dealers only. Vehicle owners are free to choose any dealer, place and date to affix the HSRPs.
The transport department has directed vehicle manufacturers to make their online portals live for Odisha customers at the earliest. STA said online payment would ensure transparency and prevent the authorised dealers from overcharging customers.
The HSRP was already made mandatory for all new vehicles registered on or after 1 April, 2019, in the state. Though several states implemented the system, it has been delayed in Odisha due to legal complications since 2014.
