Assam: Dibrugarh imposes ‘no helmet, no fuel’ rule

DIBRUGARH: The Dibrugarh administration in a notification on Tuesday has imposed the “no helmet, no fuel” rule in the district as part of its effort to curb fatalities because of two-wheeler accidents. As per the notification, no petrol pumps in the district shall sell petrol to any two-wheeler rider who arrives at the petrol pump without a helmet or is carrying a pillion rider without a helmet.
Prior to the issue of the notification, a department-related standing committee (DRSC) meeting was held on March 11 where a district-level appraisal committee (DLAC) for “Good Samaritan” was constituted that laid the ground for the implementation of the “no helmet, no fuel” rule.
“It has been notified that ‘no helmet, no fuel’ policy has been imposed throughout Dibrugarh district for strict implementation of helmet law as per the recommendations of the Road Safety Committee constituted by the Supreme Court. In this regard necessary instructions has been issued to all oil depots not to sell petrol to anyone who do not wear helmet,” said the notification by deputy commissioner Biswajit Pegu.
