Taking a serious view of the recent incident wherein 200 protesters belonging to the BYJM, broke through police barricades outside Chief Minister Arvind Kejriwal’s residence and slammed the main gate, the Delhi High Court blasted the Delhi police stating that the incident has brought to light the “disturbing state of affairs”. “You’d put up barricades, you’d received intimation about the protest. But, what kind of bandobast did you put in place,” the Delhi High Court asked the police.
Delhi Chief Minister Arvind Kejriwal and Punjab Chief Minister Bhagwant Mann on Monday visited the Delhi government’s School of Specialised Excellence. Deputy Chief Minister Manish Sisodia, Raghav Chadha and Atishi Marlena were also present. Mann is currently visiting the national capital to see schools and health institutions set up by the state government.

A patient from Nepal, suffering from a rare neurological disorder that would cause his eye to bulge out with every heartbeat, got his vision restored following a surgery at a private facility here, a statement said on Monday.
The patient had been struggling with redness and swelling in his right eye which was causing blurred vision, the statement from Indraprastha Apollo Hospitals here said.
The patient recommended for MRI and referred to the Neurosciences department of the hospital in New Delhi. Under the consultation of Dr. PN Renjen, Senior Consultant Neurology, at the hospital, the patient was diagnosed with a rare neurological condition that was impacting the eye, it said. (PTI)
A group of intellectuals and academicians, led by Supreme court advocate Monika Arora, Monday released a 'fact-finding' report on the communal clashes in Jahangirpuri, days after visiting the violence-hit area.
Shruti Mishra, a member of the Group of Intellectuals and Academicians (GIA), said the "witnesses told them that the Hanuman Jayanti procession was carried out peacefully in C-block area of Jahangirpuri on April 16, and that the crowd was provoked by Ansar (the prime accused in the violence) when they were passing by the mosque." "Those who were involved in stone-pelting on Sunday (April 16) were so aggressive, that they did not even spare the policemen present at the spot. They also attempted to break the idol of lord Hanuman," Mishra said, while releasing the report here.
Also present during the release of the report was Uma Shankar, who was leading the Hanuman Jayanti procession and the only civilian who was injured (as per Delhi police). (PTI)
Haryana Shahari Vikas Pradhikaran (HSVP) Monday demolished over 14 acres of makeshift shops and hutments to reclaim encroached land at Banjara market in Sectors 52A and 53. In the past few years, the market — inhabited by the Gadiya Lahors nomadic community who originally hail from Chittorgarh in Rajasthan — had gained popularity among shoppers in Delhi-NCR for affordable home decor and furniture.
On Monday, the enforcement team of HSVP conducted a demolition drive amid heavy police deployment. Officials said the entire encroached land would be cleared in a two-day drive. The remaining encroachment will be cleared using earthmoving machines on Tuesday, officials added.
Jitender Kumar, estate officer 2, HSVP, said, “In the two day drive, the entire encroached land will be cleared. A notice was served to shopkeepers last week to shift their wares and vacate the government land.” Read more
South Delhi Municipal Corporation Mayor Mukesh Suryan said that the civic body has identified several areas including Shaheen Bagh, Okhla, Vishnu Garden and Madanpur Khadar where government land has been encroached and will clear these soon.
“We’ve prepared an action plan. Soon, we will clear that land of encroachments. The message of the department has been given to officials and departments concerned, including police. Under the MCD Act, a notice is not given to remove encroachment but where people have constructed illegal buildings, we have already served them notices,” Suryan said.

The Students' Federation of India (SFI) staged a protest against the Ambedkar University (AUD) administration here on Monday for allegedly disrupting its peace march last week. In a statement, the SFI said the march to the vice-chancellor's office was organised to demand to talk to her about the administration's actions.
Representatives of the university administration told the members of the Left-affiliated students' body that the VC was out of station due to official engagements. "We unconditionally condemn the irresponsible behaviour of the AUD administration. They are very conveniently unavailable whenever the students demand any form of justice for their own university. The registrar and the proctor will be held responsible for their actions and our struggle will continue till that happens," said Anil, the president of the SFI AUD Kashmere Gate unit.

Delhi police on Monday filed a chargesheet before a court here against 21 persons in connection with an incident in which a 20-year-old woman was allegedly abducted, gangraped, and paraded by a group of people in east Delhi's Kasturba Nagar in February.
The charge sheet consisting of a total of 762 pages named 12 women, four men, and five minors as accused was filed in a court here. The charge sheet was filed under various sections of the IPC, including criminal conspiracy, gang rape, attempt to murder, dacoity, and kidnapping.
Police said that Darshan Singh, the owner of the three-wheeler which was used to abduct the victim, has also been named in the final report. Delhi police have arrayed 48 persons as public and police witnesses including doctors in the charge sheet. (PTI)
The owner of the three-storey house, which collapsed on Monday killing two persons in South Delhi's Satya Niketan area, was served a notice last month against carrying out renovation work in the 25-year-old building, SDMC officials said.
The South Delhi Municipal Corporation (SDMC) will launch a probe into the building collapse, the officials said, adding that they had also requested the Delhi Police on April 11 to stop the renovation work.
SDMC Mayor Mukesh Suryan said that it was an old building and was unfit to carry out renovation work. "It was a tragic incident. We will launch a probe into the incident. We had on March 31 this year issued a notice to the property owner against carrying out renovation works in the building. We had also informed the police about the same and had requested them to stop the construction work but to no avail," Suryan told PTI. He said that the probe will be conducted by the building department of the civic body. (PTI)

Left student groups of Delhi University (DU) Monday submitted a memorandum to the Dean of Students’ Welfare (DSW) against a notice making prior permission mandatory for holding any protests or gathering on campus.
In a notice dated April 22, Proctor Rajni Abbi had said, “Prior intimation of gathering/protest/ demonstration anywhere in the university is mandatory. Although protests/demonstrations are the legal right of every individual, yet prior permission from the Proctor’s Office is mandatory.”
On Monday, organisations such as the All India Students’ Association (AISA), Krantikari Yuva Sangathan (KYS) and others submitted a memorandum and alleged that the notice was “only a means of increasing surveillance and curbing democratic practice”. Read more
The Supreme Court Monday asked the Centre not to take any coercive action to remove slum dwellers of Sarojini Nagar in the national capital till it hears their plea for rehabilitation next week.
Seeking the Centre’s reply on an appeal filed by some of the residents, a bench of Justices K M Joseph and Hrishikesh Roy told Additional Solicitor General (ASG) K M Nataraj, who appeared for the Centre, to “deal with them humanely when you deal with them. As a model government, you can’t say you won’t have a policy to rehabilitate, and simply throw them away. You are dealing with families…”.
Fixing the matter for hearing next week, the bench told the ASG, “don’t precipitate till then” and went on to record his submission that no coercive action will be taken in the meanwhile. Read more
The police on Monday recovered a very old and rusted grenade from Mohammadpur area in South West Delhi.
Two of the five to seven labourers, who were trapped under the debris after a three-storey house collapsed in South Delhi’s Satya Niketan area on Monday afternoon, died while undergoing treatment at the hospital.
Police had, some time back, confimed that they managed to rescue all the trapped labourers. Officials said the house was undergoing renovation work and the labourers had been working at the house for over a month.
At 1.20 pm, the upper half of the building collapsed and all the labourers got stuck. Locals called police and fire officials. Within minutes, teams of the National Disaster Response Force with a canine squad also reached the spot.
Weeks after nearly 200 protestors belonging to the BJP’s youth wing Bharatiya Janata Yuva Morcha (BYJM) broke through police barricades outside Delhi Chief Minister Arvind Kejriwal’s residence and slammed the main gate, the Delhi High Court on Monday questioned the security arrangements made by the police to prevent the incident and said that it is clear that there was a failure.
“This kind of an incident happening at the residence of any constitutional functionary whether it is the chief minister … it could be a judge, any other Union minister… This is a very disturbing state of affairs that this kind of a thing could in the first place occur or such miscreants should succeed in their endeavour,” said the division bench of Acting Chief Justice Vipin Sanghi and Justice Navin Chawla.
Asking the police to explain how the barricades were breached by the protestors, the court told the police: “If people could breach three barricades, then you need to seriously look at your efficiency, your functioning”. Read full report by Sofi Ahsan
The police personnel have successfully rescued all those who got trapped under the debris after a building collapsed in Southwest Delhi's Satya Niketan, Monday.
Two policemen were allegedly pushed and manhandled by lawyers outside the Karkardooma Courts Complex on Monday morning. Police said a group of advocates were protesting at the court complex and later targeted the personnel.
Members of the bar association denied the allegations, saying the lawyers were sloganeering in protest against the alleged assault on a colleague by a sub-inspector on Sunday.
No first information report has been registered yet in connection with the incident. Read more

“An interim status report has been filed. Same has been perused. Reading of the same shows that bandobast made outside the residence of the Chief Minister of Delhi and on the road leading to his residence in the wake of permission sought by BJYM , which was declined, was inadequate and failed to prevent some miscreants from eventually reaching the gate of the residence and vandalizing the area and destroying the public property. As per the status report, the Delhi Police had barricaded the area at four places. The miscreants according to the report were able to breach A, B and C barricades and thus were able to reach the gate of the residence,” the court said.
“Aforesaid lapse is serious and should be looked into by Commissioner of Police and he should inquire into firstly whether bandobast was adequate, secondly the reasons for failure of the arrangements made and thirdly fix the responsibility for the lapse which admittedly has occurred. Let a further status report be filed within two weeks. The status report should also disclose with regard to review of security arrangements (for CM's residence) and what steps have been put in place. “We definitely are not satisfied with the report. You have admitted your failure that there was breach. How can the police be heard to say this? One is the aspect of failure and the other is damage to public property. This so far as the bandopast is concerned, this is something we need to look at. This needs investigation at the highest level and we need a report. When you say there is breach, we would like to see how this whole thing panned out, how police reacted,” the court said. “It's clear to us that there's been a failure. There's been a failure to prevent it. We want the commissioner to look into this,” the court added.

A day after he engaged in a war of words with Aam Aadmi Party (AAP) MLA Atishi saying that the Kerala government did not send any official to visit government schools in Delhi, state education minister V Sivankutty said Monday that the state believes in “collaboration and exchange of ideas” and “comradeship” was the need of the hour, not controversy. In a statement posted on Twitter, he emphasised that no association can decide on matters related to education in the state.
