
Parliament Budget Session 2022 Live Updates: Lok Sabha on Wednesday passed the Delhi Municipal Corporation (Amendment) Bill, 2022 which seeks to unify the three municipal corporations of Delhi.
Union Home Minister Amit Shah in a reply to the discussion on MCD unification Bill said that the Bill is within powers given to Parliament as per Section 239 AA. Earlier, while discussing the Delhi Municipal Corporation (Amendment) Bill, 2022 he said that the Delhi government has a ‘step-mother’ attitude towards MCDs . He also said since Delhi is the national capital and President house, PMO, secretariats and other important places are located here, hence it is important that three civic bodies are able to do their work properly.
The Delhi Municipal Corporation (Amendment) Bill, 2022 act, which aims to merge the three municipal corporations of the national capital into a single entity, will be taken up for consideration in the Lok Sabha on Wednesday. The Bill seeks to amend The Delhi Municipal Corporation Act, 1957, to effectively undo the earlier 2011 amendment to the Act by which the erstwhile Municipal Corporation of Delhi (MCD) was trifurcated into separate North, South, and East Delhi Municipal Corporations.
The Chartered Accountants, the Cost and Works Accountants and the Company Secretaries (Amendment) Bill, 2021 was passed by Lok Sabha. Meanwhile, The Constitution (Scheduled Castes and Scheduled Tribes) Orders (Amendment) Bill, 2022 was passed in the Rajya Sabha. The bill omits the Bhogta community from the list of Scheduled Castes in Jharkhand.

The BJP on Wednesday accused the AAP government in Delhi of not giving dues to municipal corporations for political reasons and asserted that the move to merge the three municipal corporations of the national capital was a necessary step for the betterment of the people.
Participating in the discussion on the Delhi Municipal Corporation (Amendment) Bill, 2022, BJP MP Ramesh Bidhuri targeted the Congress, alleging that the municipal corporation was divided into three parts in a hurry so that "one family, one party continues to enjoy power". Bidhuri, an MP from South Delhi, pointed put that at the time of the trifurcation of the municipal corporation of Delhi in 2011-12, both at the Centre and in Delhi, there was a Congress government.
He said that when the common and poor people of Delhi started being elected in the corporation, those who praised "one family" did not like it, and the trifurcation was done in a hurry to reduce the powers of the mayor and standing committee chairperson. (PTI)
Rajya Sabha will bid farewell to 72 members who are retiring and Chairman M Venkaiah Naidu and Prime Minister Narendra Modi will speak in the house on Thursday.
Leader of the House Piyush Goyal and Leader of the Opposition Mallikarjun Kharge will also speak and bid farewell to these 72 members, including seven nominated members. Naidu on Wednesday announced in the House that Zero Hour and Question Hour will not be taken up so as to enable the leaders and members speak on the occasion.
Sources said will host a dinner Thursday for all the members of Rajya Sabha at his official residence, where mementos will be presented to the 72 retiring members and another 19 who retired earlier who could not receive the mementos. At the dinner, about six Rajya Sabha members will showcase their cultural talent, the sources said. (PTI)
The Opposition on Wednesday dubbed the Rs 1,000 crore package announced by Finance Minister Nirmala Sitharaman in her budget speech last year for the welfare of the tea garden workers in Assam and West Bengal as "jumla", saying not "a penny" has reached the beneficiaries so far.
Union Minister of State for Commerce and Industry Anupriya Patel, however, dismissed the charge and defended the Centre, saying steps are being taken to implement the package to ensure that the benefits reach the targeted beneficiaries "in a systematic manner".
"There is no need to doubt the government policy and intent.... Definitely, it has taken time," she told the Lok Sabha during the Question Hour and gave details of the steps being taken to implement the proposal. Patel was replying to a question from Congress member Gaurav Gogoi, who sought to know about the status of the Rs 1,000 crore package announced by Sitharaman in her budget speech last year for the welfare of the tea garden workers, saying not a penny has reached Assam and Darjeeling in West Bengal. Union Minister Smriti Irani on Wednesday questioned the remarks of a Rajya Sabha member that young women below 21 years want to get married as they have nothing to do, and hoped that the MP retracts her statement.
During the Question Hour in the Upper House of Parliament, NCP leader Fauzia Khan said when the issue of child marriage is discussed with parents in a village, they say they don't want to keep their girls unmarried till the age of 18 or 21 years due to lack of security. Even the young girls want to get married, she said.
Khan then asked how should it be ensured that girls are kept occupied in some productive work -- skill development, education and something -- which occupies their mind till they reach a marriageable age. (PTI)
Expressing concern over high spectrum price, a Parliamentary Panel on Wednesday asked the government to pay due attention to the issues raised by telecom operators and take steps for early rollout of the 5G services.
The Standing Committee on Communications and Information Technology, chaired by Lok Sabha MP Shashi Tharoor, in its report expressed concern about the 5G rollout delay that will deprive the country of taking advantage of various benefits of 5G when other countries of the world have made noticeable progress in the deployment of the technology.
"It is high time that 5G should be rolled out in India in some specific Use Cases, however, the Committee do not see any progress in that direction. The Committee, therefore, reiterates that the Department need to review all their policies relating to 5G so that the country is not left behind in the race for 5G," the panel said in the report. The Jammu and Kashmir government has not notified any new rule under which government employees can be dismissed from service if they or their family members are found "sympathetic" to people accused of terror charges, Union Minister of State for Home Nityanand Rai told Rajya Sabha on Wednesday.
However, the minister said, the government of Jammu and Kashmir has issued instructions about mandatory vigilance clearance for government employees for obtaining passport in accordance with the instructions of the central government's Department of Personnel and Training. "The government of Jammu and Kashmir has not notified any new rules in this regard," he said, in a written reply. (PTI)
The Chartered Accountants, the Cost and Works Accountants and the Company Secretaries (Amendment) Bill, 2021 was passed by Lok Sabha on Wednesday.
The Bill seeks to amend the existing Chartered Accountants Act (ICAI), 1949, the Cost and Works Accountants Act, 1959 and the Company Secretaries Act 1980. The Bill is aimed at providing mechanism for dealing with the cases of misconduct in the three professional institutes, namely, the ICAI, the Institute of Cost Accountants of India and the Institute of Company Secretaries of India and “with a view to strengthening the existing mechanism and ensure speedy disposal of the disciplinary cases.” (Read more)
The Rajya Sabha on Wednesday passed the bill that removes the Bhogta caste from the list of Scheduled Castes (SCs) and include certain communities in the list of Scheduled Tribes (STs) for Jharkhand. The Constitution (Scheduled Castes and Scheduled Tribes) Order (Amendment) Bill, 2022 was introduced in the Upper House of Parliament on February 7. It was passed by a voice vote today.
The government does not intend to make social media users' verification mandatory in view of the privacy issue, Minister of State for Electronic and IT Rajeev Chandrasekhar told Lok Sabha on Wednesday. To ensure that internet is open, safe, trusted and accountable to all users, the government notified the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules in February last year, he said during the Question Hour.
"And we will continue to expand the scope of those kinds of rule to ensure that internet is safe and trusted," he added.
He was replying to questions from members of the Congress and DMK.
Sharing concerns raised by Congress member Abdul Khaleque, the minister said the internet and technology have empowered people and transformed their lives and governance, being "a platform for good", but user harm, criminality and fake news type of issues are also on the rise.
"I empathise with what you are saying but our approach is not to make it (verification of the users) mandatory," he said.
He asserted that the provisions made in the new IT rules are "effectively" to deal with the issues of safety and trust online, and misuse of social media leading to law and order problems in the country. (PTI)
Congress leader Adhir Ranjan Chowdhury on Wednesday said in the Lok Sabha that the government has not done justice with retired armed force personnel as it opposed a plea by the Ex-servicemen Association on the One Rank One Pension (OROP) in the Supreme Court.
Speaking during the Zero Hour, Chowdhury said the previous Congress-led UPA government had on February 17, 2014 promised to implement OROP as per the recommendations of the Bhagat Singh Koshyari Committee. The present government believes in encashing their valour for vote politics but when it comes to giving back it forgets them, he charged.
The government recently opposed the plea in the Supreme Court by ex-servicemen for an automatic review of OROP, he said. The ex-servicemen association had sought implementation of the OROP as recommended by the Committee with an automatic annual revision, instead of the current policy of periodic review once in five years. The Lok Sabha after holding a dicussion on The Chartered Accountants, the Cost and Works Accountants and the Company Secretaries (A) Bill, 2021 is going to discuss the Delhi Municipal Corporation (A) Bill, 2022. Meanwhile, The Upper House is expected to continue on the Constitution (Scheduled Castes and Scheduled Tribes) Orders (Amendment) Bill, 2022 (in relation with Jharkhand).
Speaking in the Rajya Sabha, Minister of State for Home Affairs Nityanand Rai said: "As per the inputs provided by Delhi Police, barriers and barricades are placed strategically on the roads of Delhi as well as on Delhi borders, following a set protocol for the safety and security of people."
Union Transport Minister made quite an entrance on Wednesday morning, arriving at Parliament in a green hydrogen-powered car. Speaking to reporters, he explained: "To become 'Atmanirbhar', we've introduced green hydrogen which is generated from water. This car is a pilot project. Now, manufacturing of green hydrogen will begin in country, imports will be curbed & new employment opportunities will be created." (ANI)
