Schools in Delhi Monday reopened for students of all classes amid declining cases of Covid-19 in the capital. Additionally, new Covid-19 guidelines came into effect, under which international passengers arriving at the Indira Gandhi International Airport will not require to undergo the mandatory week-long quarantine.

The Delhi High Court Monday directed the Delhi Police to file a status report on the Shahdara rape-assault case in response to a petition filed by NGO United Sikhs alleging that it has been denied permission to visit the victim and her family.
The Delhi Police told the court it is a “very communally sensitive case”, and protection was provided to the victim to maintain the law and order situation in the area. While the NGO alleged that the victim was being denied the right to have an advocate of her choice, police told the court that she is represented by an amicus curiae appointed by the district legal services authority of Shahdara. The Delhi High Court Monday acquitted three persons and upheld the sentence of three others in a gangrape case dating back to 2012.
In May 2012, a woman was raped by at least six men in two areas of the capital. The accused were convicted by the trial court in March 2016. The victim in the case was a ragpicker and remained in hospital for seven months for treatment after the incident. Read More

The Delhi High Court Monday asked the Delhi Metro Rail Corporation (DMRC) why it was expanding its operations when it does not have the money, while seeking details regarding its bank accounts, fixed deposits, and the annual balance sheet of 2021.

The Delhi government has spent over Rs 484 crore on its free bus ride scheme, while over 48 crore people have so far availed this service, official data stated. Over 24.43 lakh women travelled in city buses free of cost last year, it said.
No fresh cases of dengue have been reported in the last one week in the national capital, according to a civic report released on Monday. Till February 5 this year, 33 cases of dengue were recorded in the city. No fresh cases have been reported in in the last one week.
As per the civic report on vector-borne diseases released on Monday, a total of 33 dengue cases have been recorded this year till February 12. For the January 1-February 12 period, two cases were recorded in the preceding three years while six cases were logged in 2018 and five in 2017, as per the report. (PTI)
The day-time temperature has been on the rise in Delhi over the past few days, and the maximum temperature recorded over the past 24 hours was 26.4 degrees Celsius, three degrees above the normal. The maximum temperature on Monday is likely to be 26 degrees, according to the India Meteorological Department (IMD). The minimum temperature recorded in the early hours of Monday was 8.9 degrees Celsius.
The AQI on Sunday was 253, in the ‘poor’ category, having deteriorated from the ‘moderate’ category the previous day. The AQI is likely to remain in the ‘poor’ category on Monday.
The Delhi High Court sought Delhi government's "concise and crisp" response on a petition to ensure admission of over 44,000 children, belonging to weaker sections and disadvantaged groups, in various private schools.
A bench headed by Justices Rajiv Shakdher and Talwant Singh issued notice on the public interest litigation by NGO, 'Justice For All', and asked Delhi government counsel Santosh Kumar Tripathi to file the reply. "File a concise and crisp reply (on) what is your understanding of Right to Education Act, the position of number of seats in the previous year, applications made and number of admissions," the court said as it listed the case for further hearing on April 26.
The plea, filed through advocates Khagesh B Jha and Shikha Sharma Bagga, alleged that there was a blatant violation of the fundamental rights of thousands of children who are waiting for admission since April 2021 on account of the government's inaction in performing their duty. (PTI)
An 87-year-old woman was allegedly assaulted and raped by an unidentified person inside her home in the intervening night of Sunday and Monday. The woman is bed-ridden and was alone at home when the accused broke into her house and attacked her.
The incident took place in West Delhi’s Tilak Nagar. The family of the victim alleged that the police delayed action and didn’t take their complaint.
The elderly woman lives with her daughter, aged 65, who had gone out to meet a friend.
According to the victim’s family, the accused came to their house at 12.30 am Monday and locked the door from inside. When the old woman questioned the man, he said he works with a gas agency and has been called for some work. The woman suspected his activities and screamed for help. The accused then assaulted her and later raped her. He stole her phone and fled from the spot. The woman was found injured an hour later by her daughter who then called the police.
Kala Ramachandran, a 1994 batch Indian Police Service (IPS) officer, will replace KK Rao as the police commissioner of Gurgaon after the latter was transferred with immediate effect late on Sunday night.
Ramachandran was earlier posted as principal secretary, transport department, a cadre post of the Indian Administrative Service (IAS).
Rao was among the 15 IPS and HPS (Haryana Police Service) officers, who were transferred, as per an order issued by the Haryana government’s home department. Read more

The full bloom will start across the NDMC area in parks such as Nehru Park, Flower Park, India Africa friendship rose garden, Lodhi Garden, Sanjay Jheel and other small residential parks from next week if the current weather continues to remain the same, according to officials.

Students and their parents welcomed the reopening of schools for all classes in Delhi from Monday.
Aryan, a fifth class student at SDMC school in Shanti Nagar, told PTI, "I am happy as schools are reopening, will get to meet friends. We have been asked to wear masks and carry sanitiser. I am excited but I had to wake up at around 6:30 am to reach school. That is the only downside".
"I am happy that I will be sitting in class not at home. Feeling good. I hope the schools don't close again," said another student Piyush.
"My child was in second class when COVID-19 started and now he is in fifth class. Covid has impacted studies. It is good schools are reopening, I hope students stay safe and study well," said Reena, mother of two.
Poonam Yadav, a third standard class teacher, said, "All students are very excited. We are also very excited because now approximately two years have passed but the basics of children are not very clear because they were not coming to school.Several students have been attending classes from their hometown. And many of them haven't returned. We have been contacting them."
Delhiites woke up to a pleasant Monday morning with the minimum temperature settling at 8.9 degrees Celsius, a notch below the season's average. The relative humidity at 8.30 am was 87 per cent.

Despite the emergency measures introduced to tackle pollution, the situation in Delhi this winter was not any different from that in the previous years with regard to ‘severe’ air days, the Central Pollution Control Board bulletins show.
From October to January this winter, Delhi recorded 19 days when the Capital’s Air Quality Index (AQI) was in the ‘severe’ category with readings between 401 and 500. This is the same as the previous two winters, which also recorded 19 days when the air quality was in the ‘severe’ category. Read more
With offline classes set to begin in a few days at Delhi University, a section of students from other states say they are not equipped to make this quick shift to the capital.
On February 9, in the midst of strong protests by different student groups pushing for reopening, the DU administration issued a notice that offline classes will resume on February 17 and that ‘outstation students’ will have to complete three days of isolation before joining their colleges. Several students said less than a week’s notice is not enough to travel to Delhi, find accommodation and pay considerable amounts required for private accommodation in the middle of an ongoing semester.
With limited campus accommodation — many colleges do not have any hostel — the biggest challenge is finding accommodation. Read more

A day after the body of Sunita Srivastava (55) was pulled out from the debris after a complex retrieval process, her family and relatives on Sunday said they had faint hope that she would survive in the initial hours when the rescue operations started on Thursday.
“We knew that chances of survival are slim, but we were holding on to some hope. There is always hope. The next day, we learnt that she had passed away, and a rescue team was working to retrieve her body,” said Sunita’s cousin Colonel A K Sinha. Read more
Close to two months after farmers protesting against the three farm laws left the capital, the barricades installed on the Kalindi Kunj flyover to stop protesters from entering are yet to be removed — resulting in heavy traffic snarls and bottlenecks.
Commuters, especially those coming from Noida and Greater Noida and going towards Shaheen Bagh, Badarpur and other parts of Delhi, complained of being stuck in traffic for hours every day. “The barricades were installed when the farmers’ protest began in Delhi in 2020. But now the protest is over, farmers have left, and the central government also scrapped the farm bill. Then why is Delhi Police not removing these barricades? Vehicle movement is smooth until Rela Pul near Kalindi Kunj, where a traffic snarl ensues due to the barricades,” said Dinesha Kaushik, a commuter who travels every day from Pari Chowk, Noida, to Badarpur.
