It's possible as a natty if they had trained in the past, stopped training for a considerable amount of time, and reaped the benefits of muscle memory + creatine water retention.
I did something similar in 2020, managed to get from:
172 lbs ~ 14% bf (without creatine)
191 lbs ~ 14% bf (with creatine)
over a period of 5 months, gain of 19 lbs (~8.6 kg), most of which was muscle memory and water retention
