          1. Farm bills repealed sans discussion, opposition MPs suspended
          Farm bills:
          • Three farm reform bills the union government had forced through parliament last year, triggering mass protests by farmers, were repealed on the first day of the winter session on Monday, but without any formal discussion.
          • The Farm Laws Repeal Bill 2021 was passed through a voice vote in both the Lok Sabha and Rajya Sabha just minutes after it was introduced.
          • The union agriculture minister Narendra Singh Tomar said since the opposition too had wanted the laws to be repealed, a discussion was not required. Opposition parties had wanted to discuss on the floor of the house the faults of the original bill and highlight the farmers' protest.
          • The repeal bill now has to be signed by the President. The farm unions have said they will continue to press for a statutory guarantee of MSP.
          • Note: The government first introduced the original bills as ordinances and later got them passed in parliament by voice vote. They were kept in abeyance by the Supreme Court following the farm protest.

          Suspension:
          • Twelve opposition members in Rajya Sabha — 6 from Congress, two each from the Trinamool and Shiv Sena, and one each from the CPM and CPI — were suspended for the remainder of the winter session for misconduct during the previous session.
          • Parliamentary affairs minister Pralhad Joshi had moved the motion for the suspension; it was adopted through a voice vote.
          • They were suspended for “unruly and violent behaviour” and “intentional attacks on security personnel” during the last day of the monsoon session, on August 11.
          • This is the first time legislators have been suspended for misconduct during a previous session.
          • Opposition parties condemned the "unwarranted and undemocratic" suspension, and scheduled a meeting for Tuesday to "resist the authoritarian decision of the government and defend parliamentary democracy". The statement was endorsed by Congress, DMK, SP, NCP, Shiv Sena, JDS, RJD, TRS, AAP, MDMK, IUML, LJD, CPM, and CPI.
          • Trinamool, in a separate statement, called the suspension “undemocratic, illegal and unconstitutional”.

          • The Omicron coronavirus variant is likely to spread internationally, posing a "very high" global risk of infection surges that could have "severe consequences" in some areas, the World Health Organisation (WHO) said on Monday.
          • The UN agency urged its 194 member states to accelerate vaccination of high-priority groups and, in anticipation of increased case numbers, to "ensure mitigation plans are in place" to maintain essential health services.
          • "Omicron has an unprecedented number of spike mutations, some of which are concerning for their potential impact on the trajectory of the pandemic," the WHO said. "Increasing cases, regardless of a change in severity, may pose overwhelming demands on healthcare systems and may lead to increased morbidity and mortality. The impact on vulnerable populations would be substantial, particularly in countries with low vaccination coverage," it said.
          • To date, no deaths linked to Omicron had been reported, though further research was needed to assess Omicron's potential to escape protection against immunity induced by vaccines and previous infections, it added.
          • India watch: Amid mounting fear overs Omicron, an expert committee on Covid immunisation is considering recommending an “additional dose” to those who are immunocompromised or are elderly and at high risk of infection or death due to Covid-19 infection, an official source said. A final decision on the issue, however, will be taken by the National Technical Advisory Group on Immunisation next week, which will be then considered by the health ministry for approval. It would be too early as yet to speculate on just when the doses will be given.

          • The Reserve Bank of India Monday superseded the board of Reliance Capital, a non-banking finance company promoted by the Anil Ambani group, over loan defaults. Its also appointed former Bank of Maharashtra director Nageswar Rao Y as the lender's administrator and said it will soon initiate an insolvency proceeding. RBI will also apply to the NCLT for appointing the administrator as the insolvency resolution professional under the IBC Rules.
          • Reliance Capital last week informed the stock exchanges that it had defaulted on interest payments on loans worth Rs 624 crore drawn from Housing Development Finance Corporation (HDFC) and Axis Bank. According to a recent stock exchange filing by the company, its total financial indebtedness, including short- and long-term debt, was Rs 21,781.01 crore as on October 31, 2021.
          • Anil Ambani had earlier lost his telecom business after it failed to clear its debt, and another group company, Reliance Naval and Engineering, is under insolvency. State Bank of India has also moved to invoke personal guarantees given by him.
          • This is the third shadow bank to go under in the last two years, after Dewan Housing Finance Limited (DHFL) and Srei Group entities. This September, the Piramal Group acquired DHFL under the insolvency proceedings, allowing banks and other lenders to recover 46% of what they were owed.
          • Three banks, Laxmi Vilas Bank, PMC and YES Bank, too had to be taken over by the central bank since the 2018 collapse of IL&FS triggered a cascade of defaults.

          • Debutant Rachin Ravindra impressively held fort for New Zealand to pull off a dramatic draw against India on the final day of the Kanpur Test. The left-handed allrounder played out 91 deliveries for his unbeaten 18, while last man Ajaz Patel faced 23 balls to score 2 not out — the duo negotiated 52 deliveries in all — before bad light ended play 12-13 minutes ahead of scheduled close. Both teams shared 4 points each on the World Test Championship table.
          • Ravindra had come out to bat at the fall of Kane Williamson's wicket in the final session. With just four wickets left and more than 25 overs to go, the situation looked grim for the visitors. The Indian spin trio of Ravichandran Ashwin, Ravindra Jadeja and Axar Patel was also in their groove. But Ravindra seemed unfazed by the threat of close-in fielders, managing another key stand of 46 deliveries with Kyle Jamieson for the eight wicket.
          • This after the visitors had started the day, needing 280 more to win, on top. Tom Latham and Will Somerville, both looking assured in defence, had played out a wicketless morning session. But all that changed once Umesh Yadav opened the door first ball after lunch by bouncing Somerville out.
          • Only Williamson and Ravindra got to double figures from then on as the tweakers spun a web. Ashwin became India’s third-highest wicket-taker in Tests, going past Harbhajan Singh's tally of 417, with Latham's scalp. He picked up two more wickets as Jadeja tightened the chokehold on the Kiwis with a four-for.

          • IIT Mumbai and Stanford University alumni Parag Agrawal, who was Chief Technology Officer (CTO) of micro blogging site Twitter, was named as the company’s CEO by founder Jack Dorsey who relinquished command on Monday, posting his resignation note addressed to employees on his Twitter handle.
          • Dorsey, who founded the company in 2006 and was serving as CEO of both Twitter and his digital payments company Square, also announced that he will be leaving the company once his term as board member ends in May 2022. He will also be investing $1 billion of his equity in Square to start a company to fund Covid-19 relief and once the pandemic is over, the company will shift focus to girl’s health and education.
          • Dorsey, whose departure was cheered by stock markets as Twitter’s shares rallied 2%, has described Agrawal as someone who’s “curious, probing, rational, creative, demanding, self-aware and humble.” Terming him as a leader who “leads with heart and soul”, Dorsey said his trust in Agrawal was “bone deep”.
          • Agrawal however won’t have an easy job as he will have to meet Twitter’s extremely aggressive internal goals, that include doubling its annual revenue of 2020 by 2023 — from $3.7 billion last year to $7.5 billion. Alongside, he will also have to meet the company’s target of having 315 million monetizable daily active users by the end of 2023.

          • Get online: Expressing concern over the low number of claims for Covid-19 deaths compensation, the Supreme Court (SC) observed that “it can be presumed that there is no wide publicity given by the concerned state with respect to compensation schemes” and directed each state to set up a portal for facilitating filing of compensation claims online. Last month, in an order, the SC had ordered payment of Rs 50,000 as ex-gratia compensation for each Covid-19 death, payable to their families.
          • Errant states: The court noted that several states, such as Andhra Pradesh, Bihar, Assam, Chandigarh, Jammu & Kashmir, Jharkhand, Ladakh, Sikkim, Tamil Nadu, Telangana, Tripura and Maharashtra had not given any information to the Centre on the compensation doled out so far, despite specific directions to do so.
          • Lack of publicity: The SC also singled out states to highlight the lack of publicity for the Covid-19 deaths compensation being given, noting that while in Gujarat, against 10,092 deaths only 1,250 claims had been filed, in Haryana, only 1,800 claims had been filed against the state’s tally of 10,053 deaths. Similarly, it added, in Karnataka, against 38,182 deaths recorded, only 14,237 claims for compensation had been received.
          • Cut out the middleman: Noting that an intermediary person will take advantage of person from a remote village who “has to go to a district place”, the SC advised that “the villagers should not have to come to city area and avoid long queues at collector's or mamlatdar's office.”
          • Copy paste: Hearing the specific case of Gujarat, which was represented by the Solicitor General of India Tushar Mehta, who assured that the state “will have an online portal in two weeks”, the court directed that same should be done by other states so that “uniform procedure for compensation can be implemented throughout India.” The court posted the matter for next hearing on December 6.

          British antitrust authorities are to block Facebook's acquisition of online gif platform Giphy, Financial Times reported, in what would mark the first such forced reversal of a Big Tech acquisition by the office.

          • Facebook, now called Meta Platforms, bought Giphy in May last year to integrate it with its photo-sharing app, Instagram. The deal was then pegged at $400 million. The Competition and Markets Authority soon began investigating the acquisition.
          • In August, it provisionally ruled Meta should be forced to sell Giphy, arguing it could cut off its rivals’ access to gifs and demand they hand over data to access gifs.
          • It also said the acquisition removed a competitor to Meta in the display advertising market, citing Giphy's ad service in the US, though it was yet to be introduced in the UK.
          • Meta said the findings had “fundamental errors of law and fact”. It argued, rather than growing, Giphy would have “continued in a diminished and underfunded state”.

          In Australia, Prime Minister Scott Morrison pressured Facebook over a proposed law that would make social media operators legally responsible for defamatory comments users post on their platforms. The "anti-troll law" would also ask platforms to share the identities of people with anonymous accounts if another person accuses them of defamation.

          • Xiomara Castro, the leftist opposition candidate, is poised to oust the conservative National Party from power after 12 years and become the first woman president of Honduras. With just over half the ballots counted, Castro held a nearly 20-point lead over Nasry Asfura, the candidate for the ruling party.
          • Castro is the wife of former president Manuel Zelaya, who was ousted by a military coup in 2009. She was making her third presidential run. “Today the people have obtained justice. We have reversed authoritarianism,” she told cheering Liberty and Re-foundation party supporters.
          • But the National Party too had declared early in the day, raising fears of a rerun of violence of 2017, when a protracted election filled with irregularities caused mass protests, killing 23. Three weeks later now-outgoing President Juan Orlando Hernández was declared the winner.
          • This time, Castro rode a wave of discontentment after Hernández was accused by the U.S. federal prosecutors in New York of running a narco-state and fueling his own political rise with drug money.
          • Note: Honduras is marked "partly free" by the Freedom House. Institutional weakness, corruption, violence, and impunity undermine the overall stability of Honduras, it says, and journalists, political activists, and women are often the victims of violence. The country’s murder rate is among the highest in the world.

          Nirmala Sitharaman. India does not have any plans to recognise Bitcoin as a currency, the finance minister informed the Lok Sabha on Monday. The statement came ahead of the introduction of a bill to ‘prohibit’ all private cryptocurrencies, while providing certain exceptions to “promote the underlying technology” and its uses. The RBI has recommended widening the definition of ‘bank note’ for the launch of Central Bank Digital Currency, junior finance minister Pankaj Chaudhary said.
