In Tamil Nadu, one can now get the EC patta chitta certificates online. For obtaining online Patta document, citizens can visit the Tamil Nadu Patta Chitta website https://eservices.tn.gov.in/eservicesnew/index.html.
One can apply for the encumbrance certificate or EC online by visiting the TNREGINET portal. The encumbrance certificate, also called as villangam certificate is a document that helps in knowing if an entity who is not the property’s original owner has any control over the property. It includes all the transactions registered pertaining to the property for a specified period.
Cost of getting a patta online in Tamil Nadu
It is completely free to download and view patta online in Tamilnadu from the Department of Revenue website. However, individuals need to pay Rs 100, if they are getting a mutated patta or transferring the ownership in the patta.
Why do we need Patta?
Since Patta is a legal document to prove the lawful ownership of a person on land, it becomes a crucial document in case of any dispute between the landholder and the government or any third-party landowner. - The original sale deed is required, as well as a photocopy of this deed, which will be verified. These need to be submitted in the tehsildar’s office.

Step 4: When you submit, you will get a certificate from the Town Survey Land Registrar online with details about your property. This certificate will have all details about locality, type of land, land, survey number details, etc. that you can get online.

How to transfer Patta Chitta?

In case the late owner has left a Will, his legal heirs can get the patta chitta transferred in their names after mutual consultation under the succession law. If the land is sold, the patta chitta is transferred in the name of the buyer.
You must apply for the transfer of Patta. The application needs to be submitted in the respective tehsildar’s office. Do carry photocopies and original documents of the sale deed, tax receipts, electricity bill and encumbrance certificate, when applying for transfer of Patta Chitta.

Step by step process to change your name in Patta
You cannot change the name on the Patta online. This is possible only by making a physical visit to the village administration office. When at the office, ask for the relevant form. Keep handy the sale deed, tax receipts, electricity bill and encumbrance certificate, as you may need to show these. Fill the form and submit the signed form, with the documents. It may take up to 30 days for the changes to reflect and a new Patta to be issued.
Is Patta Chitta required for flat sale/purchase?
Patta Chitta is a legal document that is required in land-related transactions. This means that a building builder must be in possession of this document when constructing a housing project. However, individual buyers are not provided with patta chitta documents.

In 2018, the then chief minister EK Palaniswami launched the android application called Amma App. This mobile app allows users to access land records, Patta Chitta, from their phones besides a host of other services.

FMB or Field Measurement Book Map or Sketch is a record of sketch data managed by the tahsildar’s office in Tamil Nadu. Land owners can get the FMB sketch by contacting the tahsildar’s office.

Beware of fake Patta Chitta
In 2018, Tamil Nadu’s Registration Department came up with the idea to phase out paper-based Pattas and introduce geo information system (GIS) based registration in which land would be marked using geo coordinates. The facility was added in an updated version of the Simplified and Transparent Administration of Registration (STAR 2.0). Apart from paperwork being reduced drastically, it addressed the problem of fake Pattas. In Tamil Nadu, fake Patta Chitta adangals have been a problem, with cases cropping up every now and then. The authorities are taking steps to prevent instances of use of fake Pattas. An aggrieved person can file a declaratory petition under Section 34 of the Specific Relief Act,1963 before the relevant court.
How to cancel a Patta of land issued to another person by taluk office?
Keep all the original and registered documents handy and write to the concerned tehsildar office via registered post. In the next 30 days, make a visit to the concerned office. If this does not work, you may have to approach the revenue office with the necessary details and proof.
Is Patta required for land registration in Tamil Nadu?

Digitisation of Adangal
Adangal refers to the basic land register that is maintained by the Village Administrative Officers (VAOs) for each village. The document captures data such as season-wise crops cultivated by the farmers, its yield, irrigation source, etc. Until 1428 fasli year (2018-2019), the Adangal was being manually written by the VAOs. To ease the process of making entries in the Adangal and its maintenance, the government has undertaken the digitisation of Adangal. The web-based e-Adangal application portal was launched in 2018 while the mobile application was launched in 2019. The e-Adangal application enables farmers to make entries of crop and capture data required by the government.

Procedure to download e-Adangal
- New users can sign up on the portal.
- Farmers can click on the option to download e-Adangal. They will be required to provide a Citizen access number (CAN) or search using the registered mobile number.
- The next step will be the verification of the OTP.
- Next, they must select the survey number and proceed by clicking on ‘pay now’.
- One can download the e-Adangal after the online payment.

TN government launches web portals of revenue dept
Chief Minister of Tamil Nadu, M K Stalin, recently launched the web portal of the Commissionerate of revenue administration https://www.cra.tn.gov.in/. The website will enable citizens to check details of various social security schemes and the government orders. The portal also allows users to get online services including applying for e-certificates and e-adangal. The government also unveiled portals for sub-collectors and village administrative officers.
Government plans to open more direct purchase centres, issue ID cards to farmers
October 6, 2021: The minister for registration and commercial taxes, P Moorthy, recently said that the Madurai district administration plans to open more direct purchase centres (DPC) that will benefit the farmers in the particular village or taluk. Further, to ensure that this move benefitted only the genuine farmers in the region, the government has planned to issue identity cards, based on the patta chitta adangal and other documents by village administration officers (VAOs).
Coimbatore revenue department conducted special camps to give subsidy certificate
August 10, 2021: The Coimbatore Revenue Department conducted special camps between July 24, 2021 and August 7, 2021, to provide certificates required to apply for government subsidies. Farmers who visited these camps to get the certificates had to submit documents like Patta, Chitta, Adangal, land map book, etc., to get the certificate. The Coimbatore Revenue Department will issue the certificate to the framers, after the village revenue officer and the revenue officer give a report after verifying the land documents.
