ACMA consults on new telco rules and 1.9GHz spectrum band

Scams over telco networks are a serious problem, causing financial and emotional harm to victims and undermining confidence in telecommunications services.

The Australian Communications and Media Authority (ACMA) says that unauthorised high-risk customer interactions, such as requests to transfer mobile numbers from one SIM card to another and requests to change customer account information, are a gateway to identity and financial theft. The ACMA is making new rules to reduce the harm to consumers from this activity.

The proposed new rules (in a service provider determination) will require service providers to carry out multifactor identity verification for all high-risk interactions with their customers. Providers will also need to give their customers additional safety information, the ACMA says.

The ACMA is inviting submissions on the draft service provider determination by 11 pm AEDT on Wednesday 15 December 2021.

In other ACMA news, the authority is also exploring the future use of the 1.9GHz (1880 - 1920MHz) spectrum band. They have produced a discussion paper on possible planning scenarios and are inviting submissions by close of business Friday 21 January 2022.
