Brazil upgrades rules of Digital Cities programme, affecting Telebras

Brazil's Communications Ministry has updated the rules of the Digital Cities programme to promote digital inclusion by municipal public agencies. State-owned telecom company Telebras can now sign partnerships with telecom companies and ISPs to ensure the provision of services. It may also, if necessary, transfer ownership of the infrastructure to the municipality, together with the management and maintenance of the network.
