Political Resolution of NPCC (Nagaland Pradesh Congress Committee)

The Extended Executive Committee of NPCC in a well attended meeting on 29th Oct 2021 has deliberated in depth on the impending Naga political settlement in Nagaland.

Whereas the impending Naga political settlement has taken paradigm shift from the historical aspiration of sovereignty and integration of all contiguous Naga inhabited areas to now threatening Nagaland State with infiltration and division that was constituted as the 16th state of Indian Union on Dec 1, 1963.

Whereas Framework Agreement (FA) signed on 3rd August 2015 at PM residence has agreed to settle the political problem within Union of India and that interstate boundaries shall not be changed confirming the claim and stand of Gol that sovereignty and integration are non-negotiable. And that, in the given situation, Working Committee (WC) of 7 NNPGs have also signed Agreed Position with Gol on 17th Nov 2017 and parties have concluded talks on 31' Oct 2019 for Nagaland.

And whereas, the stakeholders of Nagaland were consulted by Interlocutor and WC of NNPGs have also circulated copies of Agreed Position to consider the impacts, and further to that, in their considered view, the stakeholders — Nagaland Tribe Hohos, Nagaland GB Federation (NGBF), Civil Societies and NPCC - have endorsed in principle for implementation of Agreed Position of the WC of NNPGs for Nagaland.

Whereas, stakeholders aspire for early solution; longing for one govt and one tax and that, the state govt's owing to its inability to enforce the law of the land has chosen to reverse the clock and adopt the route of compromise in the garb of facilitation.

And whereas, the Nagaland Legislative Assembly (NLA), ignoring all the agreements and talks for the last 24 years and the voice of stakeholders, have passed a Five-Point Resolution on 3rd August 2021, demanding Govt of India to resume talks.

And whereas, there is already enough hint to carve out Territorial Council with Ntangki National Reserve Forest. The NLA Resolution could be construed as Blank Cheque approval to carve out Ntangki Territorial Council or otherwise.

And whereas, Article 3 of the Indian Constitution provides authority to Parliament to increase, decrease or alter state boundaries and rename or name.

Therefore, in all consideration, the Extended Executive Committee of NPCC resolved to demand that the Nagaland Legislative Assembly withdraw the Five-Point Resolution adopted on 3rd August 2021.
