It is the official website of the state government’s Registration and Stamp Department and is based on an Integrated Grievance Redressal System (IGRS).

How to search for encumbrance certificate (EC) on IGRS Telangana

The encumbrance certificate (EC) is an important document that is proof that a specific property may be devoid of any legal, financial or other liabilities. Lenders usually ask for the EC of 10-15 years, before sanctioning a home loan. An EC will have a description of the property, TS registration and other dates, nature and market value of the property, names of the parties – executants (EX) and claimants (CL) – and the document number mentioned on it. Also, an applicant needs to pay a service charge of Rs 25 for this certificate. It takes almost six working days to get a certified copy of the encumbrance certificate. Applicant should keep the following documents handy when applying for encumbrance certificate – property details, registered deed number with date, photocopy of the previously executed deeds, attested copy of individual’s address.

Step 2: Under the ‘Online Services’ category, click on ‘Encumbrance Search (EC)’. Note that online encumbrance is available for transactions after January 1, 1983. If you are looking for transactions prior to this, you will need to approach the concerned sub-registrar’s office (SRO).

Step 3: Enter the document number, year of registration and SRO name and click on ‘Submit’ to search for the encumbrance. Once you do this, the village code or name will appear. By clicking on the ‘Add More’ option, you can add the house number and survey number of the property, too.

Step 4: Enter the period of search and click submit to see a list of documents with ID within the time period.

Use the ‘Print’ button to get a hard copy of the EC.

 

What happens if a person does not pay  stamp duty to IGRS Telangana?

If stamp duty that is levied on a property sale document is not paid to IGRS Telangana, then, it cannot be considered as evidence as it will not be registered in the government’s records. If such instruments are used as evidence and shown to any public officer except the police, it will be impounded and stamp duty and penalty will be levied on the person.

 

How to make registration and eChallan payments on IGRS Telangana?

Step 1: Click on ‘e-Stamps’ under the ‘Online Services’ tab to pay registration fees or challans which include: Document Will Deed Registration eChallan (for will deed registration), Franking Services eChallan (for citizens), Franking Machine eChallan (for franking machine license holders) and Consolidated Stamp Duty eChallan.

Step 2: Those who wish to pay charges for services like franking, EC, CC or document validation, or stamp duty payment, must generate the eChallan as shown below. Fill in your name, address, PAN card details, contact information, names of the concerned parties, document information, etc., to proceed.

Step 3: Once you register, you will receive an SMS with a 12-digit code which is the challan number, along with a 5-digit passcode. Save it for future reference and do not share it with others. It may come handy, especially if you have to validate a claim at the concerned SRO.

Step 4: You can ‘Proceed’ to make the payment. Make an informed decision by reading the disclaimer screen and click on ‘Agree’ to be redirected to the SBI ePAY payment portal.

Step 5: Choose the mode of payment (whether debit/credit card, internet banking or NEFT) and authorise the payment by giving proper credentials. On successful payment, a duplicate challan will be rendered by the system, containing the payment reference number. You will be required to print this challan and submit it at the SRO with a document to the sub-registrar. Retain the party’s copy.

Step 6: If you choose to make cash payment, you can do so by selecting the ‘SBI Branch Payment’ option. Fill in the required particulars for generating the SBI Branch Payment challan in duplicate. Take a printout of the same and visit the SBI branch to complete the payment. The bank will verify the details, collect the amount and affix the seal. The bank will retain a copy and will provide the customer with a copy. You will be required to submit this copy and the eChallan duplicate copy at the sub-registrar’s office, at the time of registration.

Step 7: You can also generate a duplicate copy of eChallan. For this, simply go to the registration portal after making a successful offline payment and opt for the ‘Print Online Challan’ menu option in the eSTAMPS challan page as shown below. Fill in the necessary details and click on the ‘Submit’ button to generate the challan.

In the ‘For whom’ section fill details including Aadhar number and select ‘Franking Machine’  from the drop down box. Then fill the stamp duty in the ‘Details of the Amounts Remitted’ and based on that you will see the user charges and total in numerals and words. Step 1: Under the ‘Online Services’ category, opt for ‘Market Value Search’.

Step 2: Choose the type of property – whether agricultural or non-agricultural and choose the district, mandal and village from the drop-down menu. Click on ‘Submit’ to see the rates.

How to check prohibited property on IGRS TS?

Step 1: Click on the ‘Prohibited Property’ option under ‘Online Services’.

Step 2: Fill in the district, mandal and village details from the drop-down menu. You can also choose the criteria on the basis of which a certain property may be prohibited, for example, ward, block, town survey number, revenue number, etc.

Know your SRO through IGRS TS

IGRS Telangana has 294 SROs and the majority of documents processed here, are documents pertaining to registration of property sales. You can also use the IGRS portal to understand the sub-registrar’s office (SRO) under which the property is.

CARD registration of non-agricultural properties is back now

Starting December 21, 2020, owners of non-agricultural properties will be able to visit their respective sub-registrar’s offices and get non-agricultural properties registered. This was the old system – Computer-aided Administration of Registration Department (CARD)  and has been brought back following the Telangana High Court’s orders.

FAQs

How to pay stamp duty on a document that was executed outside India but meant to be used in Telangana?

Stamp duty can be paid within three months from the date of receipt of such document in India. The document may be produced before the district registrar, who will endorse the payment under Section 18 of Indian Stamp Act, 1899.

Should I get a mutation document registered if I got the property by inheritance?

No, it is not necessary.

What is the T-Registration app?

It is the Telangana Stamp and Registration Department’s online app. At present, only the Hindu Marriage Registration service is available on the app.

What are the documents required to get an encumbrance certificate and what is the fee for an EC?

You will be required to provide details of the property, registered deed number with date, volume/CD number, photocopies of any previously executed deed of the property (sales deed, partition gift deed, etc. and attested copy of the individual’s address. For an EC in Telangana, an applicant needs to pay a service charge of Rs 25 for the certificate and other charges of Rs 500, if the applicant is aged 30 or above and Rs 200 if the person is below 30 years of age.
