PUDUCHERRY: The CID police booked a head constable on charges of tampering with government records to inflate the marks he scored in an examination for recruiting sub-inspectors in Puducherry.
Police said head constable R Pandyane attached to the Villianur police station appeared for a written examination conducted by the government on May 22, 2004. Pandyane, who did not clear the examination held more than 16 years ago, filed a petition under the RTI Act on March 17 last year seeking permission to inspect the files related to recruitment and to check the marks obtained by him in the examination.
When he was invited to inspect the documents on July 27 last year, he tampered with the records and corrected his marks in paper II as 87 as against the original mark of 57 hoping that the inflated marks will ensure his selection as a sub-inspector if he raises the issue with the competent authorities.
Pandyane submitted a representation to the under-secretary (home) on August 13 last year seeking appointment to the post of sub-inspector retrospectively with effect from May 22, 2004 and also granting him a promotion as inspector.
The section concerned in the police department, which deals with the recruitment/promotion of policemen and finalization of their seniority, began verifying his documents on September 11 last year and found that the mark he obtained in paper II had been tampered with. The numeral '5' had been tampered with to read as '8'. However, the total marks (110) remained the same exposing the malpractice.
Superintendent Counalane Satis lodged a complaint with the CID police, who booked Pandyane under 467 (forgery of valuable security, will, etc), 468 (forgery for purpose of cheating) and 471 (using as genuine a forged document or electronic record) of the Indian Penal Code and began inquiries.
