IPL 2021 Rules- The Hundred: David Gower, former England captain, feels that the Indian Premier League (IPL) can benefit by adopting one key rule from The Hundred. The 100-ball format had introduced several new rules in the inaugural edition of the tournament. He feels that the fielding team should be penalised for a slow over-rate.
“If the IPL were to adopt that one idea from The Hundred, which is to penalize the fielding side if they’re too slow, with field placing, that would make a difference to any game. So maybe that’s one of the good ideas to come out of The Hundred,” Gower told Cricket.com.
Usually, the teams and captains are usually charged match fees for slow over rates.
“I don’t get too upset by over rates. But it would be nice if people could stick to the over rates. There is no easy answer. They’ve tried fining people, but nowadays the odd bit of money disappearing doesn’t seem to make a jot of difference to players, who are already incredibly well paid,” Gower added.
Gower has played 117 Tests and 114 ODIs for England.
Meanwhile, the BCCI has come up with a 46-page health advisory that lays down all the pointers that everyone associated with the IPL needs to follow in order to ensure the smooth functioning of the league.

Rule 1:
BCCI has decided to set up 14 bio-bubbles, eight of these will belong to the IPL franchises. 3 each for – Match officials & match management and Broadcast crew and commentators.
Rule 2:
All the franchise team members must undergo a COVID-19 RT-PCR Test 72 hours and test negative ahead of their scheduled flight for UAE.
Rule 3:
All the players must undergo a mandatory quarantine of 6 days at the team hotel before entering the bubble.
Rule 4:
If the ball goes into the stands then it will be replaced and the original ball will be sanitised and placed in the ball library. This is because of the fact that there is a possibility that crowds are likely to be allowed for IPL 2021 Phase 2 in UAE.
Rule 5:
Players will not be allowed to use saliva to shine the ball. In such cases, the umpires might penalise the bowling team 5 runs in case of multiple violations.
Rule 6:
In unavoidable circumstances, franchise team members/ players can leave the bio-secure bubble. . Re-entry to the bubble will also require the same quarantine period. The samples should be negative for days 2, 4 and 6.
Rule 7:
Green corridors will be created to avoid contact with any individuals outside the bio-bubble. The only expectation is if someone with a medical emergency needs to visit the hospital.
Rule 8:
The general public including media persons will not have access to the bubbles facilities as well as stadiums for any activities.
Rule 9:
Players and team support staff will be able to join the IPL franchise via bubble-to-bubble transfer. Players from India vs England series, Sri Lanka vs South Africa series, and CPL 2021 might be permitted without serving a mandatory quarantine period.
Rule 10
To avoid any error, even the drivers of the buses/ vehicles will also stay in a bio-secure bubble. They will be tested regularly and undergo temperature screening.
The opening match of IPL 2021 phase 2 will be played between MS Dhoni-led CSK vs defending champions Mumbai Indians.
The Hundred Rules:
- The Fielding side can change ends after 10 deliveries
- A bowler can deliver up to 20 balls per match, bowl 5 to 10 consecutive balls based on the captain’s decision.
- The fielding team will get a strategic timeout break of 2.5 minutes.
- The coaches and enter into the ground and discuss tactics with player mid-match
- A 25-ball powerplay will be allotted to the batting team.
- The match will last up to 2.5 hours
The 14th season, which was postponed in May this year in the wake of the COVID-19 pandemic, will resume on September 19 in Dubai with a blockbuster clash between Chennai Super Kings and Mumbai Indians.
The action will then shift to Abu Dhabi where Kolkata Knight Riders will square off against Royal Challengers Bangalore.
Sharjah will host its first game on September 24 when Royal Challengers Bangalore take on Chennai Super Kings. In all, 13 matches will be held in Dubai, 10 in Sharjah, and 8 in Abu Dhabi.
