Inver Grove Heights man charged with eight counts of possessing child porn

Aug. 13—An Inver Grove Heights man who allegedly said he wanted to rape children was charged by warrant this week with eight counts of possessing child pornography.

Michael Corbin Skogen, 31, was found to have multiple images and videos of children in sexual situations on his phone and computer.

Dropbox, a file hosting service, reported the images to the National Center for Missing and Exploited Children Dec. 13, 2019.

Four months later, on April 23, 2020, police searched Skogen's residence. He was home and agreed to give a statement.

According to the criminal complaint, he admitted to downloading child pornography from multiple sites and sharing these images with others through a messaging service. He told police he had been doing this for two years.

The images found on his phone and other devices were sent to NCMEC for identification. Of those, 143 images and 181 video files were discovered to have eight victims known to law enforcement.

Police also found messages between Skogen and other users that spoke of his desire to rape young children, the charges said.

A warrant has been issued for his arrest.
