West Bengal, Maharashtra, tamil Nadu, kerala have made a voice against the bill, as the Centre is pushing for reforms in the power sector for the electricity distribution segment.

The proposed new electricity Bill is soon to be tabled in the current session of the Parliament. Ahead of that, the bill will be sent for Cabinet’s approval. In April, the Modi government unveiled first set of draft amendments to electricity Bill, 2003 and then asked the states to submit their opinion.

Major amendments included to end the subsidised power rates and replacing it with ‘direct benefit subsidy transfer’, cross-subsidy burden reduction on industrial consumers, new selection process for existing SERCs (state electricity regulatory commissions) and new contract enforcement authority.

With the amendments suggested in the electricity Act, several opposition-ruled states have started attacking the Centre and fear increase in rates. The States said the new amendment is a big blow to the federal structure of electricity sector, wherein the Centre role is to generate and transmit the power while the States have undertake the distribution.

The Centre further, in February, amended the existing electricity Act, 2003 to scrap power “distribution licence” and allowed any private company to supply electricity in an area. With the scheme, the government aims at improving the financial position of the power distribution companies(discoms). According to the Cenre, the state-owned discoms, mostly are in a dire financial state.
