Govt has now passed Bhumiputra Adhikarini Bill to provide for a mechanism to give ownership rights to self-occupied dwelling units in the state

Panaji: Even as the state government has recently passed the Goa Bhumiputra Adhikarini Bill, 2021, which envisages grant of house ownership rights to Goans, 5,795 applications out of the total of 8,318 received under the Goa Regularisation of Unauthorised Construction Act, 2016, are still pending before the government.
These applications are pending due to various reasons like lack of the required documents, reports pending and joint site inspections awaited.
After enacting it in 2016, the state government amended the Goa Regularisation of Unauthorised Construction Act in 2018 and it is being implemented in the state.
In the wake of the controversial Goa Bhumiputra Adhikarini Bill, 2021, which was passed in the state legislative assembly last Friday without any discussion on the floor of the House, it is important to note that the government has failed to dispose of nearly 6,000 applications received under the Goa Regularisation of Unauthorised Construction Act, 2016. Incidentally, both the bills were introduced by the revenue department.
As per the data available, a total of 8,318 applications were received by the government under the Goa Regularisation of Unauthorised Construction Act, 2016 for regularisation of unauthorised houses or structures. Of these, 1,913 applications were rejected, 610 were disposed and a total of 5,795 applications are still pending before the government for want of required documents, scrutiny, reports from various departments, co-owners’ no-objection certificate (NOC), joint site inspection reports etc.
Under the Goa Regularisation of Unauthorised Construction Act, 2016, the government has set February 28, 2014 as the cut-off date for unauthorised structures.
Interestingly, the government has collected an amount of over Rs 6.52 crore in the form of fees from the applicants under the Goa Regularisation of Unauthorised Construction Act, 2016 for regularising their unauthorised structures.
In South Goa, an amount of over Rs 3.82 crore was collected from 4,067 applicants and Rs 2.70 crore was collected from the applicants in North Goa.
