in 25k I thinks its not possible. best options are va as you your self suggested. the min I saw for your requirement with IPS was 28k or so. found this one for 26k check this out. Acer Nitro VG271U . that's the best you can get.

i bought this, its really a fantastic monitor for that price range!! But Beware, there is a DISPLAY PORT TROUBLE shoot, that is BOOT POST will not appear when u connect it to Display Port!!! To explain the problem in simple terms, when DP is connected u will not get access to BIOS screen or BIOS POST, and the machine will hang until u switch off the monitor. so the only solution is to keep the monitor switched off and to wait until the Machine BOOTs up and gets into the OS login screen,

with HDMI it works like charm.

i am still in the process of finding a solution.

I have changed 2 DP premium Cables per se.

It's VA and does the job, been using since last 1 year. For me the only 'upgrade' to it would be an ultrawide (21:9)

Samsung 27-inch (68.4cm) WQHD Curved Gaming Monitor -Quad HD, 144 Hz Refresh Rate- LC27JG54QQWXXL https://www.amazon.in/dp/B07TZNPHCG/ref=cm_sw_r_apan_glt_fabc_JNVP3ADWCA8GAVZDXWD6
its Not GSYNC compatible, it has 4ms MRPT , so it will ghost or blur in motion in realtime movements, not good for eyes, VA is ok, but IPS has more color gamut with HDR that's not part of samsung, this is 3 years backwards monitor.

Real Samsung monitors are QLED HDR10+ 1msMRPT are expensive and good line of their brand.

Well, Freesync works fine. Didn't have much budget, so.

At 25k, seems like a stretch to find an IPS panel with a decent response time. After discounts, however, it might be possible.

The XV272U is currently available at a discount, and I'm yet to hear a major issue with it

LOL ok, Freesync monitors are capable enough to GSYNC if at all you have DP TO DP cable connection from the GPU, and as the crossover compatibility is supported in Win 10 OS.
