Patna, Jul 27 (UNI) Bihar Panchayati Raj Amendment Bill 2021 and three other important bills
were today passed in state Assembly in absence of opposition MLAs who walked out from
the House in protest against refusal of Speaker to allow debate on assault of legislators by
policemen on March 23 during budget session.
As the House assembled for post lunch sitting, RJD MLA Alok Mehta and others demanded
from Speaker Vijay Kumar Sinha to allow a debate in House over the incident of assault of
opposition MLAs on March 23 when they were protesting against Bihar Special Armed Police
Bill 2021. Speaker refused to accept the demand saying leader of the opposition Tejaswi
Prasad Yadav had already been given opportunity to speak on the issue in pre lunch sitting.
The government had also made its stand clear on the issue, he added.
Agitated over refusal of Speaker to accept their demand, opposition MLAs including RJD,
Congress and CPI(ML) trooped into the well and started raising anti government slogans.
After few minutes, they staged walkout from the House.
Speaker, however, started taking up scheduled business of the House when opposition
members were raising anti government slogans in well. He asked Panchayat Raj Minister
Samrat Chaudhary to present Bihar Panchayati Raj Amendment Bill 2021.
On being asked by Speaker, the Minister Samrat Chaudhary presented Bihar Panchayati
Raj Amendment Bill 2021 in House which was passed in absence of opposition MLAs.
Panchayati Raj elections could not be held as per its schedule due to second phase of
Corona pandemic which had necessitated to bring this bill in the House, he added.
