Patna, Jul 22 (UNI) Bihar Assembly Speaker Vijay Kumar Sinha has suspended two police constables who were found guilty of misbehaving with legislators during the Monsoon session of the Assembly
"Two constables -- Sheshnath Prasad and Ranjeet Kumar -- have been suspended with immediate effect on the basis of inquiry report," Mr Sinha said.
The Speaker informed that soon after the incident of misbehaviour by policemen with legislators on March 23 during the budget session of Assembly, he had ordered DGP and Additional Chief Secretary of Home for a thorough investigation to identify the erring policemen.
Mr Sinha said both were clearly seen misbehaving with legislators in a video footage made available to concerned authorities who were conducting investigation. It had been practice to call policemen to act as Marshall to move out agitating legislators from well of the House but any sort of misbehaviour with MLAs could never be tolerated, he clarified.
Mr Sinha said that some legislators had created unruly scenes in Assembly while protesting against a particular bill on March 23 during its Monsoon session. They had also blocked the entrance of official chamber of the Speaker, he added.
Speaker said that in video footage, he had noticed that some legislators were being misbehaved and assaulted by policemen who were called to act as Marshall to move out agitating legislators with respect and dignity. Under no circumstances, any misbehaviour with legislators could be tolerated, he stressed.
Mr Sinha said that all attempts should be made by legislators to maintain dignity and decorum of the House. A separate inquiry by Achar Samiti (Ethics Committee) was also being conducted on behaviour of MLAs during the incident on March 23, he said adding that it would be ascertained on what should be done after receipt of the enquiry report of Ethics Committee.
