A self-proclaimed witch who led an army of 'Bunnings Karens' during Victoria's second lockdown is urging her followers to rebel again.

When not disrupting shopping aisles or threatening to overthrow governments, psychic Elizabeth 'Lizzy' Rose claims she's a high priestess witch who performs exorcisms for a living.

Daily Mail Australia can reveal Rose has reemerged as the leader of a group of conspiracy theorists calling themselves the 'Innerworld Community' in preparation for a worldwide 'blackout' she claims will hit Australia in July 2023.

In a wild rant posted to her Facebook and Telegram sites on Sunday, Rose angrily called on her followers to break lockdown.

'For Innerworld Community I encourage you to gather anytime, all times, lockdown, no lockdown - there is nothing that will stop us from gathering and networking because we don't have time to comply when the system and the Freemason DeMolay puppets say: "you can't meet today because we're going into lockdown",' she said.

Rose insists Australian politicians, including Daniel Andrews, Prime Minister Scott Morrison and even Pauline Hanson, are all part of a Freemason conspiracy to reduce the world's population to half-a-billion people by 2023.

The rant comes as 14 million Australians are placed under lockdown and the nation struggles to keep Covid from spreading out of control.

In Rose's homeland of Victoria, Premier Daniel Andrews announced on Tuesday he had extended its shutdown for a week after 13 new cases in the state were found.

In NSW, Covidiots and anti-vaxxers have been slammed for putting the safety of others at risk.

Rose - who could face potential incitement charges over the rant - lashed out at Mr Andrews, who has only recently returned to work after a serious back injury.

'I'm p**sed that Daniel Andrews is back. Maybe I should throw him down the stairs again,' she said.

'This is lies. You are being programmed to believe s**t that is not true.'

In a series of bizarre submissions, Rose claimed the Andrews Government would use tunnels to move people who refuse to get the Covid jab into dungeons.

'I'm p**sed today because of what I've had to endure over the past few days - going underground again in Melbourne to these rogue tunnels and seeing what's planned there with these rogue tunnels,' she said.

'Do you know what they're doing with those tunnels now ... they're going to be transporting "victims" - people who will not comply, who will not be vaccinated - underground.'

Rose warned her followers a 'four-year plan' was already underway by the world's leaders, which would culminate in a 'blackout' in July 2023.

She encouraged Australians to start hoarding at least 12 weeks worth of supplies, including water, foot and petrol, and prepare safe houses devoid of 'shedders' - a term she uses to describe vaccinated Australians.

'He's a risk not only because he's a shedder, he's a risk because he's in the system now that he's been vaccinated, so he complies, which means he's going to have another vaccination,' she said.

Rose also suggested Australians beef up their home security in preparation for attacks by looters, including the use of magical items.

'You need to have your security ready. And I'm not saying to be violent, to attack anyone, to assault anyone, to hurt anyone. I'm saying self defence. Protect yourself. If necessary do what you have to do,' she advised.

'Whether it's alarm systems, whether it's magical and spiritual security, whether it's a baseball bat, whether it's a weapon you have a license for - or not, up to you.'

Rose came to public attention last year during Victoria's second devastating lockdown.

At the time, Victorians had suffered a record 532 new cases of coronavirus in a single day.

In videos of the exorcist posted on her Facebook page then, she declared she would continue to travel through up to five Melbourne suburbs a day without wearing a mask.

Other videos showed her burning face masks in a fire pit and walking into a Bunnings and arguing with staff.

Her antics were condemned across the country, with the witch being labelled a 'Bunnings Karen'.

She later clashed with Today host Karl Stefanovic, who unwisely chose to give the radical a spot on the show.

'What was your medical degree again, sorry?,' Stefanovic asked Rose. 'When did you work as a medic? You are a medic or a psychic?'.

A defiant Rose stood by her claims until Stefanovic said he could take no more and ended the interview in disgust.

Rose now claims she has poached mainstream media into her cult, declaring a Channel 7 reporter from Sydney is now among her members.

'We've had someone from mainstream media change ranks,' she boasted. 'Step off the MSN mainstream media, wheel of bulls**t and fear mongering, and say "I can't take it anymore" ... I've got a film crew, I've got a journalist - a female journalist who has left Channel 7 - she cannot take it anymore. She wants to expose this.'

Victoria Police declined to comment on Rose's rant when contacted by Daily Mail Australia.
