Today, U.S. Senators Chris
Van Hollen and Ben Cardin announced their Congressionally
Directed Spending Requests (Community Spending) for three appropriations bills:
(1) Transportation, Housing and Urban Development, and Related Agencies
Appropriations; (2) Interior, Environment, and Related Agencies Appropriations;
and (3) Homeland Security Appropriations. Together, these proposed federal
investments will strengthen economic development and public safety through
multimodal transportation infrastructure, clean water, housing and community
centered programs.
“Updating our infrastructure – from fixing our roads and
bridges, to increasing access to affordable housing, to providing clean water
to our residents – is vital to the lives and livelihoods of Marylanders. That’s
why we’ve partnered with nonprofits, local governments, and community leaders
across our state to identify these projects that will help expand economic
opportunity for Marylanders, improve our environment, and invest in the success
of our state. We’ll be working to bring these funds directly to our
communities, ensuring that these resources go directly to where they’re needed
most,” said Senator Van Hollen a member of the Appropriations Committee and
member of the Subcommittees on Transportation, Housing & Urban Development
and Related Agencies and Interior & Environment and Related Agencies.
“Every Marylander deserves clean water, convenient and affordable
transportation options, a safe and welcoming place to call home, and
opportunities for economic advancement. Team Maryland strives to support
deserving local initiatives that will bring tangible benefits to our
communities – making them safer, more accessible and more equitable for
residents,” said Senator Cardin, Chair of the Senate Environment and Public
Works Transportation and Infrastructure Subcommittee. “There is no single
solution for every infrastructure challenge facing Marylanders, which is why we
sought out community projects that boost local capacity in essential areas,
including those that will assist our neediest
communities.”

requests can be found here. Senator Cardin’s FY22 requests can be found here. These pages will be updated as

PROJECT TITLE: Point of Rocks
Significant/High Hazard Dam Decommissioning and Stream Restoration
Location: Frederick County, MD
Recipient Name: Frederick County
Project Purpose: Funds will be used to
safely remove an existing hazardous dam and provide storm water management
onsite. The dam was deemed a risk by the Maryland Department of the Environment
because, should it fail and create a flood wave, it would result in loss of
life immediately downstream and damage to MD Route 28 and a MARC Train Station parking
lot. The process of decommissioning the dam and instituting stronger stormwater
management controls with community input will serve as a model for similar
projects in the state. The project has the support of the Maryland Emergency
Management Agency, which is a requirement to qualify for federal funds.

PROJECT TITLE: Rockville 6 Taft Court
Emergency Power Generation
Location: Rockville, Maryland
Recipient Name: The City of Rockville,
Maryland
Project Purpose: Provide the federal
cost share for the City of Rockville’s 6 Taft Court Emergency Power Generation
project. The City of Rockville purchased and is renovating a building that will
house the first dedicated Emergency Operations Center (EOC) in the history of
the City and other critical city functions. In addition to the EOC, the new
facility will be the home of critical city lifeline services to include the
Department of Public Works and the City’s water utility and regional wastewater
authority. Both components are critical community lifeline services. The new
facility will allow for coordinated activities across city department in the
event of critical incidents and disasters as well as serve as Continuity of
Operations (COOP) relocation site for critical lifeline services and Continuity
of Government (COG) functions housed in other city facilities. To ensure that
critical lifeline services necessary for the health, safety, and welfare of
Rockville residents is uninterrupted, this project proposes to install a 600kw
Generator on-site at the facility. This project has received a written letter
of support from the Maryland Emergency Management Administration (MEMA),
Maryland’s State Administrative Agency (SAA) for the FEMA non-Disaster grant
programs, that the project is eligible and meets the criteria established in
the FY2020 Building Resilient Infrastructure and Communities (BRIC) Notice of
Funding Opportunity (NOFO). The project aligns with the Montgomery County
Hazard Mitigation Plan, adopted by the City of Rockville, which calls for
making improvements and updates to the Rockville maintenance and Emergency
Operations facilities.
