New Delhi: After releasing the draft guidelines defining various aspects of MBBS internship, the National Medical Commission has asked the public to give comments and suggestions on the same.

The National Medical Commission (NMC) has placed draft regulations on Compulsory Rotational Internship 2021 in the public domain inviting comments and suggestions from various stakeholders. All can submit their responses before August 7th, 201 as mentioned by the NMC in its recent notification signed under the authority of Dr Aruna V. Vanikar President of NMC's Undergraduate Medical Education Board (UGMEB).

The recently released draft guidelines are a major step towards regularizing MBBS internships in India for both Indian as well as Foreign Medical Graduates.
The apex medical regulator has issued guidelines on the internship matters previously as well but this by far is the most explicit document clearly outlining the various aspects of MBBS internship ranging from its goals, objectives and duration to eligibility, stipend and what shall entail in the training of a medico during the internship period.
Some salient features of the guidelines include:
  • According to the guidelines, the training will be conducted at par for Indian and Foreign Medical Graduates.
  • There has been a change in the schedule of the internship period in various departments.
  • A new addition has been made in terms of AYUSH medicine specifying that MBBS medicos pursuing their internship will now have to pursue a part of the same in Indian Systems of Medicine. The medico will have to spend 7 days in one of the departments of ISM and may choose any of the given electives, provided the discipline is available in the same College/ Institution where the Internship is done.
The guidelines also prescribe that medicos can only complete their internship from medical colleges where they pursued their MBBS education from.
" Indian Medical Graduates shall complete their entire period of Compulsory Rotating Internship in the institution where they have pursued and completed their MBBS," the guidelines state adding that Foreign medical graduates who require to complete a period of internship shall do so only in Medical Colleges/ Institutions approved for providing Compulsory Rotating Internship to Indian Medical Graduates. The draft guidelines add that Foreign Medical Graduates may be posted to different Medical Colleges/Institutions through a counselling/ seat allocation process based on the merit or by any other scheme/method as may be notified by the National Medical Commission or any other authority as applicable.

In a first, the guidelines also spell out directions to institutions and medical colleges that will be implementing the internship program putting an end to the accusations that not much training is imparted at the majority of medical colleges during their internship. Against each departmental training, it specifies the goals as well as activities that an MBBS intern should be able to perform at the end of their training with that department.

The guidelines further specify who is eligible for the MBBS internship and includes pointers for Indian medical graduates as well as foreign medical graduate (FMG).
Now, the guidelines are in the public domain for comments and suggestions, If you are not happy with the draft and want some changes, you can leave your feedback with the NMC before the 7th of August.
"Draft Regulations for Compulsory Rotating Internship 2021" & "Draft Guidelines, Rules & Regulations for Prevention and Prohibition of Ragging" were placed in public domain through our website on 07.07.2021 in accordance with section 24(1) of the National Medical Commission Act, 2019 inviting comments. The comments should be sent to the above email id or NMC within one month i.e., before 7th August, 2021, stated the NMC notice.
For immediate compliance, the notification has been forwarded to Secretary, Ministry of Health and Family Welfare, Additional Chief Secretaries/Secretary in-charge, and Director, Medical Education of all States/ UTs, Dean/Principals of all Medical Colleges, Members of the National Medical Commission as well as all Members of the Medical Advisory Council.
