NYPD reviewing arrest of double-parked Brooklyn driver who scuffled with cop

The NYPD is reviewing a video that’s emerged showing an NYPD officer and a double-parked driver scuffling in Brooklyn — before the man is ultimately arrested.

The caught-on-camera encounter unfolded June 13 near Fourth Avenue and 48th Street in Sunset Park where police said officers were clearing the street of double-parked cars from an unpermitted street fair.

A 42-second video, capturing part of the encounter, shows Officer Ramon Cabral yelling at the driver, Albert Torres, to “move the car now.”

The 31-year-old pulls up about four-car lengths and appears to try to double-park again, the video shows.

The officer then runs up to the car yelling, “Now, I want your license and registration,” as Torres opens the car door.

The driver then begins arguing with the officer, telling him, “No! Listen!” while filming the debacle.

At one point, the officer appears to swipe at Torres’ phone and then starts to reach into the car to pull him out of the car.

“Why you reachin’ for my phone? I’m not even really resisting arrest,” Torres said.

“Why you pulling away from me?” the cops asks before the video ends.

Police said Torres was asked to move his car multiple times but was “highly belligerent, combative and dismissive” of the request.

Torres was arrested and charged with resisting, obstruction, disorderly conduct for obstructing traffic and violation of local law, cops said.

An NYPD spokesperson said the incident was under internal review.
