The Ministry of
Road Transport and Highways (MoRTH) will make the Pollution Under Control (PUC)
certificate uniform for all vehicles across the country, under Central Motor
Vehicle Rules 1989. The PUC database will be linked with the National Register.
A new concept of a rejection slip is being introduced, which will be issued in
case the test result value is more than the permissible value.
A QR code will
be printed on the PUC form and will have the status of the emission, details of
the vehicle (engine and chassis numbers), and the owner (mobile number, name
and address) to send SMS alerts for validation and fee.

case the test result value is more than the maximum permissible value.
If a vehicle is
not complying with provisions of emission standards, the person in charge of the
vehicle will be directed to submit it for a test conducted in any one of the
authorised PUC testing stations.
In case the
vehicle is not submitted for compliance, then the owner will be liable for
paying a penalty and their vehicle registration certificate will be invalid
until a valid PUC certificate is generated.
This enforcement
would be entirely IT-enabled to help in better control over polluting vehicles.
