BHOPAL: Morally declined officials and employees facing criminal cases will not be allowed posting at the executive posts. This has been mentioned in the Transfer Policy 2021, released by the state government on Thursday. State government has announced relaxation in transfers from July 1-31.

Officials who have been transferred between April 1, 2020 and June 30, 2021 can only be transferred after recommendation from the coordination.

The new transfer policy has restricted the postings of officials facing criminal and corruption charges, departmental inquiry or charges of financial irregularities on important posts or posts that could affect the cases they are implicated in.

Though the transfer policy stresses on employees posted at a place for more than three years, it clarifies that this is not the only standard for transfer of a person. Fewer transfers should be done of the officials engaged in high priority schemes of the government. Officials who havenít accomplished the target should be transferred on priority.

Capping the limit of transfers, government has allowed only 20% of transfers for departments that have total posts up to 200, 10% for total strength of staff 2000 and only 5% where total number of staff is more than 2000.

The order also clarifies that cancellation or correction in transfer order also falls under category transfer. Shifting of a person from office to another at the same headquarters will be considered as local arrangement and does not fall under the category of transfer.

All transfers of class one, two and three of the state government will be finalized only on the recommendation of the departmentís minister.

Transfers in the police department of the level of DSP and above could be done on the recommendations of the police establishment board and with coordination with the CM.

Relaxation has been given to severely ill, physically disable and people posted on courtís orders. The policy also stresses to ensure that transfers are done on vacant posts and that it does not exceed the number of sanctioned posts.
